RECOMMENDATION(S)

Recommendation

1.                     Consider proposed ordinance repealing and reenacting Chapter 40 of Division 2 of Title 1 of the San Bernardino County Code relating to the Office of Revenue Recovery.

2.                     Make alterations, if necessary, to proposed ordinance.

3.                     Approve introduction of proposed ordinance.

                     An ordinance of San Bernardino County, State of California, repealing and reenacting Chapter 40 of Division 2 of Title 1 of the San Bernardino County Code, relating to the establishment and responsibilities of the Office of Revenue Recovery.

4.                     SCHEDULE ORDINANCE FOR FINAL ADOPTION ON TUESDAY, DECEMBER 14, 2021, on the Consent Calendar.

BACKGROUND INFORMATION

On August 20, 1996 (Item No. 41), the San Bernardino County Board of Supervisors (Board) adopted Ordinance No. 3662 establishing the Office of Central Collections to provide a collection service for the County as well accounting and collections of court-ordered payments. Ordinance No. 3662 added Chapter 40 - Office of Central Collections - to Division 2 of Title 1 of the San Bernardino County Code. On January 12, 2010 (Item No. 83) and January 26, 2010 (Item No. 75), the Board approved consolidation of the offices of Auditor, Controller, Treasurer, and Tax Collector and appointed the office’s elected official to the position of Director of Central Collections.

 

The proposed ordinance changes the name Central Collections to Revenue Recovery, establishes the Director as the elected Auditor-Controller/Treasurer/Tax Collector (ATC), and formalizes the function of revenue recovery as a division of ATC. Central Collections has been serving the Courts, Arrowhead Regional Medical Center, and County departments for 25 years. In line with the softened collections environment the County is in, ATC would like to rebrand the Central Collections Division as the Revenue Recovery Division.
