RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of San Bernardino County:

a.                     Accept grant award (Grant Award No. 2020-0095) in the amount of $2,323,837 from the California Governor’s Office of Emergency Services for the FY 2020 Homeland Security Grant Program, of which San Bernardino County will retain $1,186,018 and the remaining $1,137,819 will be distributed to grant subrecipients, to continue San Bernardino County’s efforts in preventing, protecting against, responding to, and recovering from acts of terrorism, with a grant performance period of September 1, 2020 to May 31, 2023. 

b.                     Approve Subrecipient Assurances template to be entered into between San Bernardino County and all grant subrecipients for Grant Award No. 2020-0095.

c.                     Authorize the Emergency Services Manager to sign the Subrecipient Assurances with all grant subrecipients and any other documents necessary to secure Grant Award No. 2020-0095.

d.                     Adopt resolution that amends Resolution 2021-11 by including the Emergency Services Manager, along with other officers and employees previously identified in Resolution No. 2021-11, as an authorized agent to take certain actions, including the execution of project modifications, necessary for administering the FY 2020 Homeland Security Grant Program on behalf of San Bernardino County.

2.                     Acting as the governing body of the San Bernardino County Fire Protection District:

a.                     Accept subrecipient grant award in the amount of $164,931, which is part of the $2,323,837 grant award (Grant Award No. 2020-0095) received by San Bernardino County from the California Governor’s Office of Emergency Services for the FY 2020 Homeland Security Grant Program, to continue San Bernardino County Fire Protection District’s efforts in preventing, protecting against, mitigating, responding to, and recovering from acts of terrorism, with a grant performance period of September 1, 2020 to May 31, 2023.

b.                     Approve Subrecipient Assurances with San Bernardino County for Grant Award No. 2020-0095.

c.                     Authorize the Fire Chief/Fire Warden to sign the Subrecipient Assurances with San Bernardino County and any other documents necessary to secure subrecipient Grant Award No. 2020-0095.

3.                     Acting as the governing body of the Inland Counties Emergency Medical Agency:

a.                     Accept subrecipient grant award in the amount of $40,664, which is part of the $2,323,837 grant award (Grant Award No. 2020-0095) received by San Bernardino County from the California Governor’s Office of Emergency Services for the FY 2020 Homeland Security Grant Program, to continue the Inland Counties Emergency Medical Agency’s efforts in preventing, protecting against, mitigating, responding to, and recovering from acts of terrorism, with a grant performance period of September 1, 2020 to May 31, 2023.

b.                     Approve Subrecipient Assurances with San Bernardino County for Grant Award No. 2020-0095.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  Of the $2,323,837 awarded to San Bernardino County, County departments will receive $1,186,018, and the remaining $1,137,819 will be distributed to grant subrecipients as reflected in the following table:

No matching funds are required with this grant.  Any needed budget adjustments pertaining to the grant will be submitted for Board of Supervisors/Board of Directors (Board) approval in a future quarterly budget report.

 

BACKGROUND INFORMATION

The San Bernardino County Operational Area (OA) was established to manage and/or coordinate emergency preparedness efforts among San Bernardino County’s (County) 24 cities and towns, Board and self-governed special districts, state/federal agencies, and others.  The County’s Office of Emergency Services (OES) serves as the lead agency for the OA. The OA annually receives Homeland Security Grant Program (HSGP) funds to strengthen the region’s homeland security preparedness. The OA is responsible for allocating these funds to County departments, cities/towns, fire agencies, police departments, San Bernardino County Fire Protection District (SBCFPD), and the Inland Counties Emergency Medical Agency (ICEMA).

 

On January 26, 2021 (Item No. 32), the Board of Supervisors authorized submittal of a grant application to the California Governor’s Office of Emergency Services (Cal OES) for the FY 2020 HSGP.  The application requested grant funding in the amount of $2,323,837 to continue the County’s efforts to guard against, respond to, and recover from acts of terrorism.

 

On August 31, 2021, SBCFPD received notification from Cal OES that the FY 2020 HSGP application was approved in the requested amount of $2,323,837.  Pursuant to County Policy 05-13, Board approval is needed to accept the grant award.  The performance period of this grant is retroactive to September 1, 2020 through May 31, 2023.

 

The OA’s Approval Authority, which consists of the County Public Health Officer, SBCFPD Fire Chief/Fire Warden, a Municipal Fire Chief, County Sheriff-Coroner, and a Municipal Police Chief, has agreed to the $2,323,837 allocation approved by Cal OES for the FY 2020 HSGP grant, as required in the Cal OES California State Supplemental to the Federal Notice of Funding Opportunity, which states that OA’s must appoint these representatives to have “final approval of the OA’s application for HSGP funds.”  The allocation will be distributed as follows:

                     Equipment - The Federal Emergency Management Agency (FEMA) has established 21 allowable authorized equipment categories for the prevention, protection, mitigation, response, and recovery of emergency events.  All equipment purchased must meet mandatory regulatory Department of Homeland Security (DHS)/FEMA-adopted standards to be eligible.

 

                     Planning - Activities include the development, review, and revision of emergency operations plans, standard operating guides, and field operating guides. These guides and plans are used to enhance disaster preparedness, response, and recovery by emergency response agencies, as well as volunteer programs throughout the County.

 

                     Management/Administration - Costs include supplies and salaries/benefits for activities directly related to the financial management and monitoring of grant activities and expenditures. Management/Administration personnel act as a liaison between the County and Cal OES and monitor subrecipient expenses.  The Management/Administration allocation cannot exceed 5% of the grant award. 

 

                     Organization - Activities include program management, mechanisms for intelligence and information sharing, operational support, and salaries/benefits for qualified intelligence analysts relating to terrorist activities.

 

                     Exercise - Activities include the design, development, conduct, evaluation, improvement, and all costs associated with the performance of a simulated exercise.  Exercises are beneficial in the preparation of emergency response activities by allowing participants to compensate for challenges and weakness identified during the event.  All exercises must meet FEMA’s Homeland Security and Evaluation Program principles.

 

                     Training - Activities include emergency preparedness training-related costs, such as the establishment, support, conduct, and attendance of training activities which address capability gaps identified throughout the region.

 

This item also requests adoption of a resolution that amends Resolution 2021-11, which was adopted by the Board on January 26, 2021 (Item No. 32), to include the Emergency Services Manager as an authorized agent to take certain actions, including the execution of project modifications, necessary for administering the FY 2020 HSGP on behalf of the County.

 

As OES continues to administer these grant funds, OES will look to strategically align these funds with County strategies as set by the Board of Supervisors to continue to strengthen the County’s ability to prevent, prepare for, respond to, and recover from acts of terrorism.  OES will seek feedback from the Board of Supervisors for ways to enhance preparedness capabilities for future submissions.
