RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District:

1.                     Approve Grant Subaward with the California Governor’s Office of Emergency Services that accepts an allocation of funds appropriated by the State Budget Act of 2021, Senate Bill 129, in the amount of $12,000,000 for the Yucca Valley Fire Station.

2.                     Authorize the Chairman of the Board of Directors to sign the Grant Subaward.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The California Governor’s Office of Emergency Services (CalOES) will allocate $12,000,000, as appropriated by the State Budget Act of 2021, to the San Bernardino County Fire Protection District (SBCFPD) for replacement of the Yucca Valley Fire Station. This project and the related budget adjustments have been included in the 2021-22 First Quarter Budget Report for approval by the Board of Directors.

 

BACKGROUND INFORMATION

SBCFPD provides fire, emergency medical response, and rescue services for the Town of Yucca Valley and neighboring communities. The current Yucca Valley Fire Station was built in 1959 as a volunteer station. Due to a substantial increase in population and tourism experienced in the Yucca Valley area, call volume and staffing at the current fire station has outgrown its capacity. In 2015, an internal assessment was conducted and SBCFPD determined that replacement of the Yucca Valley Fire Station was a high priority.

 

On July 12, 2021, California Governor Gavin Newsom signed the state’s 2021-22 budget (Senate Bill 129). Included in the state’s budget is a $12 million allocation to SBCFPD for the Yucca Valley Fire Station. The allocation will be dispersed as a Pass Through Grant Subaward through CalOES, who is administering this appropriation on behalf of the State of California. Approval of the recommended actions will allow SBCFPD to accept the allocation from CalOES.

 

Replacement of the current fire station is a meaningful investment in the future of Yucca Valley and provides SBCFPD with the resources needed to best serve this desert community. The new station will be constructed to accommodate current/future staffing needs and modern fire apparatus. A suitable location will be identified that maximizes the benefit of this new fire station, including reduced response times.
