RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District:

1.                     Accept the 2021 San Manuel Charitable Giving Grant award in the amount of $99,746 and approve the Grant award terms dated October 1, 2021 with the San Manuel Band of Mission Indians for assistance in the purchase of fire gear and equipment to support the San Bernardino County Fire Protection District Hand Crew in fire mitigation and fire suppression operations.

2.                     Authorize the Fire Chief/Fire Warden or the Fire Chief/Fire Warden’s designee to proceed with the following actions, on behalf of the San Bernardino County Fire Protection District, regarding the grant award:

a.                     Act as signatories for grant performance reports and other documents required to administer the grant.

b.                     Execute any non-substantive grant amendments, subject to County Counsel review.

3.                     Direct the officials listed in Recommendation No. 2 to transmit any non-substantive grant amendments identified in Recommendation No. 2.b. to the Secretary of the Board of Directors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The grant award of $99,746 will be used to assist in the purchase of gear and equipment for the San Bernardino County Fire Protection District (SBCFPD) Hand Crew. Revenue and appropriation related to this grant are not included in SBCFPD’s 2021-22 budget and will therefore be included in a future quarterly budget report for approval by the Board of Directors (Board).

 

BACKGROUND INFORMATION

On April 23, 2021, the County’s Chief Executive Officer, in accordance with County Policy No. 05-13, authorized SBCFPD to submit an application for the 2021 San Manuel Charitable Giving Grant (Grant) offered through San Manuel Band of Mission Indians (San Manuel).  The primary goal of the grant is to purchase fire gear and equipment needed to support a new SBCFPD Hand Crew (Hand Crew 7) and their efforts in fire mitigation and fire suppression operations. This crew will provide much needed hazardous vegetation removal activities in an effort to reduce the risk and intensity of vegetation fires.

 

On October 1, 2021, San Manuel notified SBCFPD that its grant application was successful and $99,746 had been awarded. SBCFPD intends to use these funds for the start-up costs of purchasing gear and equipment needed to support the new Hand Crew. Board approval is required to accept this grant in accordance with County Policy No. 05-13. The performance period of this grant is from October 1, 2021 to October 1, 2022. 

 

SBCFPD is requesting a delegation of authority for the officials listed in Recommendation No. 2 to execute documents related to acceptance of the grant award, submittal of the periodic reports, and, if necessary, any non-substantive grant amendments. This delegation of authority will allow SBCFPD to administer the grant in a cost-effective manner and allow SBCFPD to expedite any approvals of non-substantive grant amendments to the grant award. Grant amendments are subject to County Counsel review.
