Approve Program Supplement Agreement No. F134 to Master Agreement No. 08-5954F15 between San Bernardino County and the State of California Department of Transportation, which allocates $2,192,587 of federal Public Lands Highways Program funds toward the $2,192,587 cost to construct pavement improvements on Needles Highway from 500 feet south of Park Road north to David Drive, in the City of Needles.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other federal, state and local funding. The total estimated cost of construction for Needles Highway Segment 1B, from 500 feet south of Park Road north to David Drive (Project), is $2,192,587. All costs associated with the Project will be funded with federal Public Lands Highways (PLH) Program funds through the State of California Department of Transportation (Caltrans). Sufficient appropriation and revenue are included in the Department’s 2021-22 Road Operations budget (6650002000 14H14876) and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Project consists of pavement reconstruction along approximately 1.0 mile of Needles Highway from 500 feet south of Park Road north to David Drive. The Project is the third segment of the Needles Highway Improvement Project in the City of Needles. The first segment, Needles Highway Segment N, from “N” Street to 600 feet north of Balboa Place, was completed in 2018. The second segment, Needles Highway Segment 1A, from 600 feet north of Balboa Place to 500 feet south of Park Road, was completed in 2020.

 

On October 26, 2021 (Item No. 48) the County executed Cooperative Agreement No. 21-784 for the pavement reconstruction, from 500 feet south of Park Road north to David Drive with the City of Needles to complete the Project. The County will be the lead agency in the final design, construction, construction engineering and inspection of the Project. With the first two segments of improvements along Needles Highway complete, the Project will improve the structural integrity of the third segment of existing City roadway surface using remaining PLH Program funds assigned to the County.  The Project is anticipated to begin construction in Summer 2022.

In accordance with Master Agreement No. 08-5954F15, approval of a Program Supplement Agreement is required for each specific project and prior to County invoicing for reimbursement of costs associated with the Project. The Program Supplement Agreement is governed by Master Agreement 08-5954F15, which was approved between San Bernardino County and Caltrans on July 26, 2016 (Item No. 29). The Program Supplement Agreement identifies the type of funds available to fund the third segment of improvements along Needles Highway as well as establishes special covenants as a condition of receiving reimbursement for the Project.

 

The item meets the County and the Chief Executive Officer’s goals and objectives by working cooperatively with Caltrans to ensure that the necessary agreements are processed in accordance with Caltrans guidelines to receive federal funds as reimbursement for project expenditures.
