RECOMMENDATION(S)

Recommendation

Approve Amendment No. 2, effective December 7, 2021, to the following contracts to provide medical care and support services under the Ending the HIV Epidemic: A Plan for America Program, revising the scope of work and budget to allow carryover adjustment in the amount of $222,916 for the program year of March 1, 2021 through February 28, 2022, with no change to the total contract amount of $4,594,668, or contract period of October 28, 2020 through February 28, 2025:  

1.                     Desert AIDS Project, Contract No. 20-1067, carryover adjustment in the amount of $99,000, with no change to the total contract amount of $1,917,000.

2.                     Foothill AIDS Project, Contract No. 20-1068, carryover adjustment in the amount of $64,110, with no change to the total contract amount of $1,447,297.

3.                     Young Scholars for Academic Empowerment dba TruEvolution, Inc., Contract No. 20-1069, carryover adjustment in the amount of $59,806, with no change to the total contract amount of $1,230,371.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The total combined amount of $4,594,668 for medical care and support services provided by the contracts in the Recommendation is funded by the United States Department of Health and Human Services, Health Resources and Services (HRSA) under the Ending the HIV Epidemic: A Plan for America grant. However, funds awarded in program year 2020-21 were not fully expended and a carryover amount of $222,916 has been approved by HRSA for program year 2021-22. Adequate appropriation and revenue have been included in DPH’s 2021-22 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Ending the Epidemic: A Plan for America funding seeks to achieve the important goal of reducing new HIV infections in the United States to less than 3,000 per year by 2030.  Across the United States, the initiative promotes and implements four Pillars to substantially reduce HIV transmissions:  Diagnose, Treat, Prevent, and Respond.  This funding for the combined counties of San Bernardino and Riverside focuses on implementing activities in Pillar Two (Treat) and Pillar Four (Respond).  Agencies are required to engage in activities that support Pillar Two (Treat) and Pillar Four (Respond) to expand access to HIV care and treatment for people with HIV, both those who are newly diagnosed and those who are not engaged in care, and/or not virally suppressed; and addressing unmet needs and improving client-level health outcomes.  In addition, agencies are required to address and respond quickly to HIV cluster detection efforts for those needing HIV care and treatment.

 

The recommended amendments will adjust the Scope of Work and Budget for the contracts with Desert AIDS Project (DAP), Foothill AIDS Project (FAP), and Young Scholars for Academic Empowerment dba TruEvolution, Inc. (TruEvolution) for this program year 2021-22 only.    Approval of this item will allow the contractors to utilize the unspent funds from the prior year (carryover funds) for infrastructure, client education campaigns, and coordination of linkage to care.     

 

Contractor performance will be measured by review of monthly reporting, review of required data submission, and an annual site visit by County staff to monitor compliance with the administrative, program, and fiscal terms and conditions of the contract, with special attention to the Ending the Epidemic: A Plan for America payer of last resort requirement.

 

PROCUREMENT

On October 27, 2020 (Item No. 65), as a result of a formal procurement, the Board of Supervisors approved Contract No. 20-1067 with Desert AIDS Project (DAP) in the amount of $500,000, Contract No. 20-1068 with Foothill AIDS Project (FAP) in the amount of $304,323, and Contract No. 20-1069 with Young Scholars for Academic Empowerment dba TruEvolution, Inc. (TruEvolution) in the amount of $378,597, to provide medical care and support services under the Ending the HIV Epidemic:  A Plan for America Program, for the period of October 28, 2020 through February 28, 2022, with the option to extend up to three one-year periods by mutual agreement of all parties. 

 

On July 27, 2021 (Item No. 35), the Board approved Amendment No. 1, effective July 21, 2021, increasing DAP’s contract by $1,417,000, from $500,000 to $1,917,000, FAP’s contract by $1,142,974, from $304,323 to $1,447,297, and the contract with TruEvolution, by $851,774 from $378,597 to $1,230,371, extending the term an additional three years, for the total contract period of October 28, 2020 through February 28, 2025.
