RECOMMENDATION(S)

Recommendation

1.                     Approve the Asphalt Repair/Design Project for Glen Helen Regional Park in the amount of $1,200,000.

2.                     Approve the Dead Tree Removal Project for Lake Gregory Regional Park in the amount of $124,900.

3.                     Approve funding for an Environmental Assessment for Prado Regional Park in the amount of $444,602.

4.                     Approve appropriation and revenue adjustments to fund the projects and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT

Approval of this item will result in the use of Discretionary General Funding (Net County Cost). On June 8, 2021 (Item No. 112), the Board of Supervisors (Board) allocated $5,000,000 in Discretionary General Funding to the Community Service Upgrades Reserve Fund (Reserve) that was approved as part of the 2021-22 budget to fund Regional Parks Department (Department) revenue generating upgrades and amenity improvements. The department is requesting the use of the Reserve in the amount of $1,769,502 for deferred maintenance projects at Regional Parks facilities. The necessary appropriation and revenue adjustments are as follows:

BACKGROUND INFORMATION

The parking lots and interior roads within Glen Helen Regional Park are in poor condition and in need of evaluation and assessment. Prior to the 2021 concert season, temporary repairs were completed within the Live Nation Leasehold. Currently, the Department of Public Works is conducting an assessment and design to address permanent asphalt repairs for the entire park. These repairs are needed to ensure safe use of the facility by park patrons.

 

In 2019, Regional Parks worked with CalFire - Pilot Rock to remove trees at Lake Gregory Regional Park that were infected by the bark beetle. In 2020 CalFire discontinued its program at Pilot Rock prior to the completion of the tree project. Approval of funding for this project will allow the Department to partner with the Department of Public Works to complete the removal of trees and associated debris from this facility. This will increase the public’s enjoyment of the park.

 

Regional Parks has identified multiple improvement and renovation projects within Prado Regional Park. These projects include new campgrounds, restrooms/showers, new playground and splash pad, and improved irrigation. The property underlying Prado Regional Park is owned by the U.S. Department of the Army, Corps of Engineers (COE), which has historically been leased to San Bernardino County. In order to move forward with these projects, COE requires that an environmental assessment be conducted to determine if there are any mitigation concerns with any of these projects.  Funding this project will allow the department to begin the approval process with COE for capital improvements at Prado Regional Park.

 

Approval of the recommendations align with the County and Chief Executive Officer goals and objectives to provide for the safety, health and social service needs of County residents and to operate in a fiscally responsible and business-like manner by improving park amenities to enhance accessibility by meeting Americans with Disabilities Act requirements and to increase Park attendance to generate additional revenue.
