Recommendation
Approve Amendment No. 2 to Participation Agreement No. 4400010784 with the Board of Trustees of the Leland Stanford Junior University, on behalf of the California Maternal Quality Care Collaborative / California Perinatal Quality Care Collaborative, for access to resources to improve health outcomes in maternal and perinatal care, increasing the contract by $30,000, from $30,000 to $60,000, and extending the contract term by three years, for a total contract term of April 19, 2016 through April 19, 2025.

FINANCIAL IMPACT
Approval of the recommendation will not result in the use of Discretionary General Funding (Net County Cost). The additional cost of $30,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Sufficient appropriation and revenue are included in the Arrowhead Regional Medical Center (ARMC) 2021-22 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The California Maternal Quality Care Collaborative (CMQCC) was founded at Stanford University School of Medicine (School of Medicine) in 2006 as an organization that seeks to end preventable deaths and racial disparities in maternity care. CMQCC uses research, quality improvement tools, outreach and its Maternal Data Center database to improve health outcomes for mothers and babies. The Participation Agreement between the Board of Trustees of the Leland Stanford Junior University, on behalf of the CMQCC / California Perinatal Quality Care Collaborative (Stanford University) and ARMC for the CMQCC has been effective since 2016 and the extension of the Participation Agreement will allow the hospital to continue to have access to the organization’s statewide registry for tracking and analyzing outcomes for maternal and perinatal care.
On April 19, 2016, the Purchasing Agent executed the Participation Agreement between the County, on behalf of ARMC, and Stanford University within the School of Medicine with a three-year term of April 19, 2016 through April 19, 2019. The Purchasing Agent executed the first amendment to the Agreement to extend the term by three years, effective April 19, 2019 through April 19, 2022, as well as specified payment and fiscal provisions.
Extending the Agreement by three years establishes a non-standard nine-year term for this agreement through Stanford University’s template agreement for participants in the CMQCC. However, this is a sole source participation agreement for hospitals in the State of California.
ARMC recommends approval of the amendment as the hospital’s participation will provide for the safety, health and social service needs of County residents through the improvement of health outcomes for mothers and their babies who receive care at ARMC.
PROCUREMENT
Purchasing supports this non-competitive procurement as the CMQCC database is a sole source service.
