Recommendation
Approve Amendment No. 1 to Contract No. 18-904 with The Counseling Team International for the provision of psychological services, increasing the contract amount by $563,600, for a new total amount not to exceed $2,506,400, and exercise the first of two options to extend the contract by one-year, for a new total contract term of January 1, 2019 through December 31, 2022.

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation and revenue are included in the 2021-22 budgets for the departments listed below and will be included in the 2022-23 recommended budgets. The anticipated costs for the one-year extension are as follows:

BACKGROUND INFORMATION
The contract with The Counseling Team International (TCTI) provides psychological services to the County departments indicated above related to pre-employment screening, critical incident stress debriefing and 24-hour trauma intervention. In addition, TCTI provides counseling for employees and eligible dependents of the Sheriff/Coroner/Public Administrator (Sheriff), including training and support to the Peer Support Team and supervisors; hostage/barricade negotiation incident support; fitness for duty examinations; and training for the Sheriff’s Training Academy.
On December 6, 2021, the Sheriff received TCTI’s offer to extend the contract for the provision of these psychological services for the period of January 1, 2022 through December 31, 2022. The increase to the contract amount is related to the extension of the term, however, the contracted rates remain unchanged.
This item is being submitted to the Board of Supervisors (Board) for approval at the first available meeting upon completion of the required financial and legal review process. Approval of this item will allow for uninterrupted psychological services to the respective County departments. Either party may terminate the agreement upon 60-days advance written notice.
PROCUREMENT
On December 18, 2018 (Item No. 75), as the result of a competitive process, the Board approved Contract No. 18-904 with TCTI in an amount not to exceed $1,942,800 for the period of January 1, 2019 through December 31, 2021, with the option to extend the term for two additional one-year periods. The recommended amendment exercises the first of two options to extend the contract term by one year. The contract may be extended by one additional one-year period upon mutual written agreement between the Sheriff and TCTI.
