Approve Cooperative Agreement with the City of Twentynine Palms to contribute $144,000 towards the $2,707,000 estimated total pavement preventative maintenance costs which include preparation work and chip seal, or leveling course and chip seal on various roads in the Twentynine Palms area, for the period of January 11, 2022 through December 31, 2024.

FINANCIAL IMPACT

Approval of this item will not result in the use Discretionary General Funding (Net County Cost). The estimated total cost to apply chip seal, or leveling course and chip seal on the pavement of various roads in the Twentynine Palms area (Project) is $2,707,000. San Bernardino County’s (County) share of the Project cost is estimated to be $2,563,000, and will be funded by Measure I revenue. The remaining estimated Project cost of $144,000 will be funded by the City of Twentynine Palms (City).  Sufficient appropriation and revenue are included in the Department of Public Works (Department) 2021-22 Measure I budget (6650002139 44TX1820).

 

BACKGROUND INFORMATION

The Department intends to utilize its labor force to conduct pavement preventative maintenance work, which includes preparation work and chip seal or leveling course and chip seal, on the pavement of various roads in the Twentynine Palms area (see Exhibit “A” attached to the Cooperative Agreement for a list of the proposed roads). The preventative maintenance work for this Project will cover approximately 33.88 miles of roadway, of which 4.26 miles are under the City’s jurisdiction. A leveling course is a thin layer of an asphalt mixture that is applied over an existing pavement to correct surface irregularities. The application of a chip seal while the pavement is in good condition is considered a cost-effective strategy for maintaining a road’s structural integrity.

 

The roads included in the Project have been identified as priorities based on current pavement conditions, amount of truck traffic carried, daily traffic counts, and other criteria established under the Department’s Pavement Preservation Program.

 

In accordance with the proposed Cooperative Agreement, the City agrees to participate in the Project for roads of which the County and City share jurisdiction in the Twentynine Palms area. The City will pay its share of the Project cost, currently estimated to be $144,000, after completion of the Project. The City will provide a representative to discuss and/or resolve any issues that may arise during the construction of the Project. Project construction is anticipated to commence in Spring 2022.

 

The proposed Cooperative Agreement will terminate upon completion of the Project and payment of final billing by the City, or on December 31, 2024 (whichever occurs first). Right-of-Way services are not required for this type of Project and therefore, are not part of this Cooperative Agreement. The City approved this Cooperative Agreement on October 20, 2021.

 

The Project will ensure development of a well-planned, balanced and sustainable County by preserving and improving the structural integrity of existing road surfaces in the City. Furthermore, execution of the Cooperative Agreement and approval of the Project allows the County to meet its goals and objective by working cooperatively with the City.
