Recommendation
1. Approve purchase of California Statewide Automated Welfare System software subscription licensing and support as part of the Transitional Assistance Department’s workstation and laptop refresh, in an amount not to exceed $224,773, for the period of January 31, 2022 through October 28, 2024.
2. Authorize the Purchasing Agent to sign the California Statewide Automated Welfare System software subscription licensing and support County Purchase document (County Purchase SB-06-2021).

FINANCIAL IMPACT
This item does not require additional Discretionary General Funding (Net County Cost). The California Statewide Automated Welfare System (CalSAWS) purchase of software subscription licensing will not exceed $224,773 ($202,014 for software licensing and $22,759 for support charges). This purchase will be funded with 96% ($215,782) state and federal funds made available through the California Work Opportunity and Responsibility to Kids, Medi-Cal and CalFresh allocations, and 4% ($8,991) Net County Cost. This purchase in the amount of $224,773 will be made in 2021-22 with the software subscription licensing and support services effective through October 28, 2024. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2021-22 budget.
BACKGROUND INFORMATION
The Transitional Assistance Department (TAD) is mandated and responsible to administer public assistance programs for eligible County residents in need of financial, nutritional, and/or medical assistance, as well as providing Foster Care, Child Care and Welfare-to-Work (WTW) services. TAD utilizes the California Statewide Automated Welfare System (CalSAWS) to administer the County’s public assistance programs. Since 1996, the County has been a member of the CalSAWS Consortium, which consists of 58 counties operating under a Joint Powers Authority and responsible for CalSAWS development and maintaining the statewide System.
Computers and laptops are the primary tools used by TAD’s WTW, eligibility and support divisions for program eligibility determination and case management. CalSAWS routinely refreshes workstations once the warranty period expires to ensure TAD utilizes a network of reliable, efficient machines.
On April 6, 2021, the Board of Supervisors approved TAD’s latest hardware refresh of 3,713 workstations (3,480 laptops, 233 desktops), and 7,426 monitors. The current recommended item will allow TAD to purchase the associated necessary software as part of the approved CalSAWS workstation and laptop refresh. The software purchase includes 3,480 Zscaler ZPA Light subscription licenses for the laptops, which is required for remote connection access to CalSAWS.
PROCUREMENT
As a member of the Consortium, the County does not separately solicit for these services and is bound to utilize the software system, licenses and vendor that were selected through a competitive process by the Consortium.
