RECOMMENDATION(S)
Recommendation
1. Approve Amendment No. 1, effective January 12, 2022, to County Contract No. 21-553 (State Revenue Contract No. CSPP-1431) with the California Department of Education to provide California State Preschool Program services, increasing the total contract amount by $190,968, from $4,712,718 to $4,903,686, with no change to the contract period of July 1, 2021 through June 30, 2022.
2. Designate the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of Preschool Services, to execute and submit any subsequent non-substantive amendments and other documents as required by the California Department of Education, on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, the Chief Executive Officer, or the Director of Preschool Services to transmit all documents in relation to the contract to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $190,968 for the provision of California State Preschool Program (CSPP) services is funded by the California Department of Education (State). Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2021-22 budget.
BACKGROUND INFORMATION
CSPP provides education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 3 to 5, as well as referrals to health and social services for families and staff development opportunities to employees. The recommended contract amendment will increase funds to continue providing these Preschool Program Services. CSPP services cover full-day and part-time child care and development programs that include nutrition, parental education, information on child development and care with an educational component that is developmentally, culturally, and linguistically appropriate for the children served. Services will be provided to eligible children, parents of eligible children who are either attending school or are enrolled in a job-training program, and families involved with Children and Family Services.
The Budget Act of 2018 (Senate Bill 840, Chapter 29) includes increases to the Standard Reimbursement Rate (SRR) for CSPPs. Effective September 22, 2021, the SRR for full-time CSPP enrollment increased from $49.85 to $51.87 per child per day, resulting in an increase in the contract amount of $190,968, from $4,712,718 to $4,903,686. PSD will use this increase to fund increased CSPP staff salary and benefits and operating costs. PSD anticipates serving approximately 800 CSPP children and families countywide in 2021-22, at an average cost of $6,129 per child/family.
On July 13, 2021 (Item No. 29), the Board of Supervisors (Board) approved County Contract No. 21-553 (State Revenue Contract No. CSPP-1431) with the State to provide CSPP services in the amount of $4,712,718 for the period of July 1, 2021 through June 30, 2022. On October 18, 2021, PSD received the contract amendment from the State, County Contract No. 21-553 (State Revenue Contract No. CSPP-1431), increasing the award by $190,698 for PSD’s CSPP services.
