Recommendation
Approve non-financial Memorandum of Understanding with Hearts and Lives to provide Early Identification and Intervention Services to children enrolled in the Head Start, Early Head Start, and State Preschool Program at the Preschool Services Department’s Crestline site, for the period of January 12, 2022 through June 30, 2023.

FINANCIAL IMPACT
The recommended Memorandum of Understanding (MOU) is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost). These Early Identification and Intervention Services (EIIS) are funded through a separate contract between Hearts and Lives and San Bernardino County Department of Behavioral Health (DBH) through grants from Medi-Cal, Mental Health Services Act, and First 5 San Bernardino.
BACKGROUND INFORMATION
Approval of the recommended MOU will allow Hearts and Lives to provide EIIS to children enrolled in the Preschool Services Department’s (PSD) Head Start, Early Head Start, and State Preschool programs at PSD’s Crestline site. EIIS identifies potential developmental delays or behavioral concerns, as early as possible, to determine if children are at risk for disabilities or special needs. Hearts and Lives provides EIIS to help facilitate optimal development, along with support and guidance for parents and caregivers, to promote a continuum of care at home and in school. PSD will provide the facility where services will be rendered to children.
Since 2016, PSD and Hearts and Lives have partnered to provide EIIS to children enrolled in the Head Start, Early Head Start, and State Preschool Program at PSD’s Crestline site. Hearts and Lives receives the grant funds through DBH to provide EIIS services through a collaboration with PSD and other local agencies. Head Start Performance Standards require collaboration in the form of a formal non-financial agreement with local agencies to provide services to children and families. PSD currently has MOU’s with other agencies that provide the same type of services in other areas which serve other PSD locations throughout the county.
Hearts and Lives addresses the needs of residents in the Rim Mountain Communities through case management, education, direct services, and referrals; and collaborates with governmental and non-profit community resource providers. Hearts and Lives, a non-profit organization located in Crestline, will serve children and families at the Crestline PSD site. A behavioral specialist and clinician will meet parents and caregivers to assist in completing assessment-screening tools, which will be used to develop a Recovery Plan. The Recovery Plan will include goals for treatment, therapy, and referrals for collateral services, as needed.
Head Start Performance Standards require PSD to provide intervention programs to identify concerns regarding a child’s developmental, sensory, behavioral, motor, language, social, cognitive, perceptual, and emotional skills. PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families. The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.
