Recommendation

Approve Amendment No. 1, effective January 12, 2022, to Contract No. 4400016187 with WestEd Center for Child & Family Studies to provide California Social Emotional Foundations for Early Learning Services, updating Section II - Contractor Responsibilities to expand regional teams, train a new cohort and follow up on previously trained cohorts, extending the contract an additional year, and increasing the contract amount by $250,000, from $193,475 to $443,475, for a total contract period of January 1, 2021 through June 30, 2023.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The increase of $250,000 to the contract with WestEd Center for Child & Family Studies (WestEd), is federally funded by the United States Department of Health and Human Services, Administration for Children and Families grant funds. Adequate appropriation and revenue have been included in the Preschool Services Department’s (PSD) 2021-22 budget and will be included in the 2022-23 recommended budget. 

 

BACKGROUND INFORMATION

WestEd is designated by the State of California, Early Education and Support Division, as the sole authorized provider of California Social Emotional Foundations for Early Learning Services (CA SEFEL) Teaching Pyramid training. Teaching Pyramid is a systematic framework of evidence-based, user-friendly practices to help early childhood educators meet the needs of the growing number of children with challenging behaviors and mental health concerns. WestEd provides training, coaching, leadership facilitation, and exclusive training on advanced content of CA SEFEL.

 

The recommended amendment will allow WestEd to add services to the comprehensive professional development on the delivery of Teaching Pyramid Approach training to PSD educators, which include expansion of the regional teams, training of a new cohort of direct service providers and leaders, and follow up for previously trained cohorts’ coaches. The services are being added due to new additional CA SEFEL coaching strategies and the need to develop internal trainers for PSD to train new educators countywide.

 

PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families.  The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families. 

 

PROCUREMENT

On November 13, 2020, the Purchasing Department approved non-competitive Contract No. 50000846 with WestEd to provide CA SEFEL services, in the amount of $193,475, for the period of January 1, 2021 through June 30, 2022. WestEd is designated by the State of California, Early Education and Support Division, as the sole authorized provider of CA SEFEL services. The Purchasing Department concurred with the non-competitive procurement of services from WestEd based on the justification of a sole source service provider.

 

The recommended amendment will update contract language, increase the contract amount by $250,000, and extend the contract an additional year through June 30, 2023. Pursuant to County Policy 11-04, competitive and non-competitive contracts that exceed $200,000 annually must be approved by the Board of Supervisors.
