Recommendation
Accept grant award No. TA6-21-0019 from the California Department of Resources Recycling and Recovery, in the amount of $40,000, for the period of November 22, 2021 through October 31, 2023, for hosting amnesty events for the collection and recycling of waste tires.

FINANCIAL IMPACT
Acceptance of this grant award will not result in the use of additional Discretionary General Funding (Net County Cost) and does not require matching funds. Sufficient appropriation and revenue to operate waste tire recycling activities have been included in the Land Use Services Department (LUS) Code Enforcement 2021-22 budget and will be included in the future recommended budgets, as needed.
BACKGROUND INFORMATION
Since 2015-16 LUS has been awarded nine grants by California Department of Resources Recycling and Recovery (CalRecycle) for three different activities related to ensuring the proper disposal of waste tires. The Waste Tire Amnesty grant funds are specifically designated for individual citizens who need to dispose of tires. The grant will pay for disposal fees, personnel to staff the amnesty events and to administer the grant. Additional activities funded by other CalRecycle grants also improve compliance with state regulations and prevent illegal dumping through public education. Other CalRecycle grant funds that LUS has received allow LUS to conduct periodic inspections of waste tire generating businesses and collection facilities and perform various enforcement activities related to safe handling and proper disposal of waste tires.
Illegal dumping of waste tires is a chronic problem in many areas of the County, particularly the desert areas. Illegal dumping pollutes the environment and creates blight. The Waste Tire Amnesty Grant funds amnesty events throughout the County’s unincorporated areas to reduce illegal dumping by providing convenient locations for disposal of waste tires. Amnesty events will be held in conjunction with regularly planned community clean-up events or as stand-alone tire collection events. The events are advertised via flyer mail outs and on social media. The availability of convenient locations will encourage residents to bring their waste tires for proper disposal and recycling.
On April 3, 2018 (Item No. 22), the Board of Supervisors (Board) adopted Resolution No. 2018-28, as required by CalRecycle, authorizing the Code Enforcement Division Chief for LUS to execute all documents for Tire Recycling, Cleanup, and Enforcement Grants offered by CalRecycle, including but not limited to, grant applications, agreements, any subsequent amendments, requests for payment, and final reports necessary to secure funds from CalRecycle tire grant programs, subject to review by County Counsel, for a period of five years or until rescinded by the Board, whichever occurs first. The CalRecycle Waste Tire Amnesty Grant agreement was signed by LUS on November 5, 2021, in accordance with Resolution No. 2018-28. This item is presented for formal acceptance of the CalRecycle grant award by the Board, pursuant to County Policy 05-13.
