RECOMMENDATION(S)
Recommendation
1. Find the Arrowhead Regional Medical Center Enclosure Project located in San Bernardino County, is exempt under the California Environmental Quality Act Guidelines, Section 15303, Class 3, New Small Structures.
2. Approve plans and specifications for the Arrowhead Regional Medical Center Enclosure Project.
3. Authorize the Assistant Director of the Real Estate Services Department - Project Management to advertise for competitive bids for the Arrowhead Regional Medical Center Enclosure Project.
4. Direct the Clerk of the Board to file and post the Notice of Exemption of the Project as required under the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of the bid documents and the solicitation of competitive bids will not result in the use of Discretionary General Funding (Net County Cost). The Arrowhead Regional Medical Center (ARMC) Enclosure Project (Project) (WBSE 10.10.0819) budget of $1,690,028 is funded from the ARMC Enterprise Capital Fund as approved by the Board of Supervisors (Board) as part of the 2021-22 Capital Improvement Program budget.

BACKGROUND INFORMATION
Approval of this item will allow the Real Estate Services Department - Project Management (RESD-PM) to solicit for competitive bids for the ARMC Project, located in Colton, California. The scope of the project consists of adding an approximately 1,500 square foot area x 10-foot-tall fence with custom ligature resistant security fence coverage on all exposed sides and top of the existing exterior balcony located on the second floor of the Behavioral Health Center. This will result in a newly enclosed area. Construction consists of removing the structural floor deck and existing fireproofing at 25 locations to connect new steel columns to existing beams below, and patch back fireproofing after installation of new columns; additional structural steel support for the new deck and stiffening of existing beams for installation of new columns; and resurface of the balcony deck. The balcony is connected to two patient sleep units and has stairs discharging down to an open courtyard located on the ground floor. The Project, which is expected to last approximately nine months, will require vacating patient rooms directly under the project scope area. Custom field installation of fencing supports and associated OSHPD/HCAi testing and inspection is required for the duration of the project.
It is recommended the Board find the Project to be categorically exempt from further review under Section 15303, Class 3, (New Small Structures) of the California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations). As evidenced by the Notice of Exemption, Section 15303 provides categorical exemption for projects involving Class 3, new small structures. All work involved in the Project is consistent with Class 3 exemptions, which will not have a significant environmental impact.
PROCUREMENT
RESD-PM will advertise for the ARMC Project and request competitive bids on January 14, 2022. A mandatory pre-bid meeting for prospective bidders will be conducted on January 31, 2022. The pre-bid walk will initiate on January 31, 2022 at 1:00 p.m. at ARMC’s Medical Office Building, located at 400 North Pepper Avenue in the City of Colton, California. The bid opening for the Project is scheduled for March 2, 2022 at 2:00 p.m. at RESD-PM.
Pursuant to California Public Contract Code Section 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with Clerk of the Board.
