RECOMMENDATION(S)

Recommendation

1.                     Adopt Resolutions creating the following Municipal Advisory Councils and Advisory Committees:

a.                     Crest Forest Municipal Advisory Council

b.                     Lake Arrowhead Municipal Advisory Council

c.                     Lake Arrowhead Dam Advisory Committee (County Service Area 70 D-1)

d.                     Green Valley Lake Advisory Committee (County Service Area 79)

2.                     Direct the Clerk of the Board of Supervisors to post a notice of vacancy pursuant to the Maddy Act for members of the following Municipal Advisory Councils and Advisory Committees:

a.                     Crest Forest Municipal Advisory Council - five members

b.                     Lake Arrowhead Municipal Advisory Council - five members

c.                     Lake Arrowhead Dam Advisory Committee (County Service Area 70 D-1) - five members

d.                     Green Valley Lake Advisory Committee (County Service Area 79) - five members

FINANCIAL IMPACT

Approval of this item will not require the use of additional Discretionary General Funding (Net County Cost).  Sufficient appropriation exists within the Third District’s 2021-22 budget to fund any cost related to this action.

 

BACKGROUND INFORMATION

Pursuant to San Bernardino County Code 12.4509, all Municipal Advisory Councils (MACs) and Advisory Committees (ACs) dissolve upon the end of each term of the County Supervisor who represents the district in which the respective MAC or AC is located or upon the effective date of the establishment of a new Supervisorial District as a result of redistricting.  On December 14, 2021 (Item No. 77), the Board of Supervisors (Board) adopted an ordinance relating to the adjustment of boundaries for the Supervisorial Districts under the redistricting process and utilizing the 2020 United States Census data.

 

As a result of the redistricting process, all MACs and ACs established by each County Supervisor for their specific districts dissolved on January 13, 2022, and Board action is required to re-establish the MACs and ACs identified in Recommendation No. 1 above.

 

Additionally, this item will direct the Clerk of the Board to post a notice of vacancy, pursuant to the Maddy Act (Government Code Section 54970 et seq.) to solicit applications for the council positions to be appointed by the Board.  The Third District’s MACs or ACs will consist of the number of members appointed by the Board as identified in Recommendation No. 2 above.
