RECOMMENDATION(S)
Recommendation
Establish ad hoc committee consisting of the Second District Supervisor and Vice Chair and Third District Supervisor to amend the rules of order for the conduct of meetings of the Board of Supervisors.

FINANCIAL IMPACT
Approval of this action will not require the use of additional Discretionary General Funding (Net County Cost). While any proposed amendment of the rules of order would entail County staff time, it is anticipated that sufficient appropriation exists within the departments' budgets to fund these staffing costs.

BACKGROUND INFORMATION
The original County Charter (Original Charter) was adopted by the voters of the County on November 5, 1912, approved by the State Legislature and filed with the Secretary of State on April 7, 1913. There were 36 proposed amendments to the Original Charter and 27 were adopted by the voters. On July 28, 2020 (Item No. 75), the Board of Supervisors (Board) approved an ordinance proposing a revised County Charter (Revised Charter) and ordering it submitted to the voters at the November 3, 2020 election. The Revised Charter was approved by the voters in the November 3, 2020 election.

Section 211 of the Revised Charter states that the Board shall adopt by ordinance rules of order for the conduct of meetings of the Board. Section 12.0101 of the County Code identifies the rules applicable to meetings of the Board. This item will create an ad hoc c...
