RECOMMENDATION(S)
Recommendation
1. Approve the plans and specifications for the West Channel Improvements Project at the Mid-Valley Sanitary Landfill, located in the City of Rialto, as signed and sealed by a registered civil engineer.
2. Authorize the Director of the Department of Public Works to advertise the West Channel Improvements Project at the Mid-Valley Sanitary Landfill, located in the City of Rialto, for formal bids.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). There is minimal financial impact to the Department of Public Works - Solid Waste Management Division (SWMD) for approval of the West Channel Improvements Project at the Mid-Valley Sanitary Landfill (Project) plans and specifications and authorization to advertise for competitive bids. The Project will be funded by fee revenue. Sufficient appropriation and revenue have been included in the SWMD 2021-22 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Mid-Valley Sanitary Landfill (MVSL) is located in the City of Rialto, northwest of the intersection of Alder Avenue and State Route 210. The site occupies approximately 448 acres of which 408 acres are permitted for refuse disposal. The site is divided into five separate waste management units. The Project will enable SWMD to properly manage site stormwater drainage and protect the recently constructed Unit 4 cell liner. The Project will improve the earthen channel with concrete reinforcement to expand its capacity, eliminate erosions, prevent stormwater runoff from overflowing into the Unit 4 cell, and prevent disruptions in disposal activities. The majority of stormwater runoff is concentrated between the Unit 1 and Unit 4 landfill cells. Stormwater runoff is currently conveyed via an earthen channel to the storm basin located at the south boundary of the site between Unit 1 and Unit 4. Annual storm events have the potential to cause significant erosions to the earthen channel and/or overtop the banks, which could divert stormwater into the Unit 4 cell. Repair and maintenance of yearly erosions cause a burden on available resources and disruptions in disposal activities.
The Project as described above, has been reviewed by the Department of Public Works, Environmental Management Division (EMD) for compliance with the California Environmental Quality Act (CEQA). EMD concluded the Project as proposed is consistent with normal operating procedures as evaluated in the Mid-Valley Landfill Expansion Environmental Impact Report, which was approved by the Board of Supervisors (Board) on February 24, 1998 (Item No. 81), Notice of Determination SCH# 91042005. As such, no further CEQA compliance is required.
The Project meets the County and the Chief Executive Officer’s goal and objective of providing for the safety, health and social service needs of County residents by preventing disruptions in disposal activities.
PROCUREMENT
The Project will be advertised to invite formal bids in accordance with Section 22037 of the California Public Contract Code. SWMD anticipates returning to the Board for an award of contract in March 2022.
