RECOMMENDATION(S)

Recommendation

1.                     Find that the Probation West Valley Training Center Gun Range A/C Installation Project is exempt under the California Environmental Quality Act Guidelines, New Construction, Section 15303 (c)(d).

2.                     Approve the plans and specifications for the Probation West Valley Training Center Gun Range A/C Installation Project, located at 9478 Etiwanda Avenue in Rancho Cucamonga.

3.                     Authorize the Assistant Director of the Real Estate Services Department - Project Management to advertise for competitive bids for the Probation West Valley Training Center Gun Range A/C Installation Project.

4.                     Direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption of the Project as required under the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).  The Probation West Valley Training Center Gun Range A/C Installation Project (Project) (WBSE 10.10.1151) budget of $632,000 is funded with prior year Proposition 172 reserves as approved by the Board of Supervisors (Board) as part of the 2021-22 Capital Improvement Program (CIP) budget.

 

BACKGROUND INFORMATION

Approval of this item will allow the Real Estate Services Department - Project Management (RESD-PM) to solicit competitive bids for the Project.  The West Valley Training Center houses an indoor gun range for Probation staff to participate in field tactics and maintain on-going minimum qualification standards.  The Project will install a new air conditioning unit at the gun range to properly regulate ventilation and maintain accurate temperature control to enhance working conditions for staff, which meets the County and Chief Executive Officer goals and objectives of improving County government operations and operating in a fiscally-responsible and business-like manner.

 

It is recommended that the Board determine the project to be categorically exempt from further review under Section 15303 (c)(d) New Construction of the California Environmental Quality Act Guidelines (CEQA) (Title 14, California Code of Regulations), and direct the Clerk of the Board of Supervisors to file and post the Notice of Exemption for the Project.  As evidenced by the Notice of Exemption, Section 15303 provides categorical exemption for projects involving construction and location of limited numbers of new, small facilities or structures, installation of small new equipment and facilities in small structures, and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure.  All work involved in the Project is consistent with Class 3 exemptions and therefore will not have a significant effect on the environment. 

 

This Project is consistent with County Administrative Office approved CIP request No. 21-165.

 

PROCUREMENT

RESD-PM will advertise for competitive bids for the Project on February 11, 2022.  A Mandatory Pre-Bid Meeting for prospective bidders is scheduled to be conducted on February 24, 2022, at 10:00 a.m. at Probation West Valley Training Center located at 9478 Etiwanda Avenue in Rancho Cucamonga.  The bid opening is scheduled for March 22, 2022, at 2:00 p.m. at RESD-PM.

 

Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000.  Plans and specifications are on file with the Clerk of the Board of Supervisors.
