Approve Contract with Morpho USA, Inc. dba Idemia Identity & Security, USA LLC, in the amount of $208,300, to provide LiveScan equipment maintenance for the period of January 1, 2022 through December 31, 2022.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The cost of LiveScan equipment maintenance services in the amount of $208,300 is funded by the regional CAL-ID fund, which is maintained by both San Bernardino and Riverside Counties’ revenues from Court fines, Department of Motor Vehicle (DMV) fees, and per capita assessments paid by member agencies. Sufficient appropriation is included in the Sheriff/Coroner/Public Administrator’s (Department) 2021-22 budget for the regional CAL-ID Automated Fingerprint Identification fund (4430002392).

 

BACKGROUND INFORMATION

In 1985, the California Department of Justice (CAL-DOJ) created a statewide fingerprint identification network known as CAL-ID, divided into eight regions, each using Automated Fingerprint Identification System (AFIS) to allow access to the State’s fingerprint database and to provide fingerprint identification services to law enforcement agencies within each of those regions. In the same year, Riverside and San Bernardino Counties joined to form and operate one of those regions which is governed, along with member cities, through the Remote Access Network (RAN) Board pursuant to Penal Code Section 11112.4.

 

The Riverside and San Bernardino CAL-ID AFIS is used to organize, store, analyze, and transmit fingerprint data to and from servers within other CAL-ID network participating agencies. The Department utilizes Morpho USA, Inc. dba Idemia Identity & Security, USA LLC’s (Idemia) LiveScan Fingerprinting Systems (LiveScan) to provide secure capture and transmission of electronic fingerprints for verification purposes to CAL-ID AFIS.

 

This item is being submitted to the Board of Supervisors (Board) for approval at the first available meeting upon completion of the required financial and legal review process. Approval of this item will establish a one-year contract to maintain LiveScan equipment maintenance services for the period of January 1, 2022 through December 31, 2022.

 

PROCUREMENT

On January 7, 2022, the Department received Idemia’s finalized proposal for annual LiveScan maintenance services. Due to the increased number of LiveScan equipment deployed throughout the Department and associated annual maintenance costs now exceeding $200,000, this item requires the Board of Supervisors’ (Board) approval per County Policy 11-04. Idemia as the developer and manufacturer of the LiveScan System, holds hardware equipment designs and software customization copyrights, including proprietary rights for maintenance and software updates. Purchasing concurs that a non-competitive justification exists with the LiveScan System and Idemia.

 

Either party may terminate the agreement upon 30-day advanced written notice.
