Recommendation

Accept amended grant award agreement, Amendment No. 3 to County Agreement No. 18-95 (State Agreement No. 17-10343 A03), effective July 1, 2021, from the California Department of Public Health for Immunization Local Assistance funding for continued support of COVID-19 countywide vaccination services, increasing the award amount by $19,484,950, from $3,397,084 to $22,882,034, with no change to the total period of July 1, 2017 through June 30, 2022.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $19,484,950 to the grant award from the California Department of Public Health (CDPH) in Immunization Local Assistance supplemental funds does not require a match. Approval of the necessary budget adjustments to the Department of Public Health’s (DPH) 2021-22 budget is not requested at this time, but will be included on a future quarterly countywide budget report presented to the Board of Supervisors (Board) for approval. Funds will be used to reimburse costs incurred from July 1, 2021, and are anticipated to be fully expended by June 30, 2022.

 

BACKGROUND INFORMATION

DPH receives Immunization Local Assistance funding to assist in reducing and potentially eliminating illness, disability, and death due to vaccine preventable diseases by improving immunization coverage rates.  DPH activities include prevention, surveillance, quality assurance, and outbreak control for vaccine preventable diseases such as measles, pertussis, meningococcal disease, hepatitis, and varicella. The supplemental funds accepted within this item will be utilized for continued support of COVID-19 countywide vaccination services.  The activities carried out with this funding will include continued COVID-19 vaccination plan activities as follows: support of partner efforts to vaccinate vulnerable populations, all cost associated with the provision of services at County operated Medical Point of Dispensing (MPOD) sites, enhanced vaccination messaging, education of healthcare facility staff on infection prevention practices, collection and reporting of vaccination data, outreach and training for provider facilities conducted by our distribution and allocation team, and collaboration with emergency preparedness staff to ensure that critical healthcare and infrastructure workers are identified and vaccinated. 

 

On February 13, 2018 (Item No. 36), the Board approved the grant award agreement County Agreement No. 18-95 (State Agreement No. 17-10343) from CDPH for Immunization Local Assistance funding to support countywide immunization services, in the amount of $2,673,475, for the period of July 1, 2017 through June 30, 2022.

 

On January 7, 2020 (Item No. 21), the Board approved Amendment No. 1 to the grant agreement County Agreement No. 18-95 (State Agreement No. 17-10343 A01) from CDPH for Immunization Local Assistance funding, updating the Scope of Work, and increasing the award amount by $20,090, from $2,673,475 to $2,693,565, with no change to the total period of July 1, 2017 through June 30, 2022. 

 

On August 19, 2020, the County Administrative Office authorized the submission of a supplemental grant application to CDPH for Immunization Local Assistance for supplemental funding, in the amount of $383,563, for the period of July 1, 2020 through June 30, 2021.  The supplemental funding to the grant agreement County Agreement No. 18-95 (State Agreement No. 17-10343) provided $265,563 for COVID-19 related activities and $118,000 for countywide immunization services.

 

On December 8, 2020 (Item No. 28), the Board approved the submission of a supplemental grant application to CDPH for Immunization Local Assistance to support COVID-19 response, in the amount of $319,956, for the period of July 1, 2020 through June 30, 2021.

 

On March 2, 2021 (Item No. 27), the Board approved Amendment No. 2 to the grant agreement County Agreement No. 18-95 (State Agreement No. 17-10343 A02) from CDPH for Immunization Local Assistance funding increasing the award amount by $703,519, from $2,693,565 to $3,397,084, with no change to the total period of July 1, 2017 through June 30, 2022. The increase of $703,519 included the supplemental funding for the applications approved on August 19, 2020 ($383,563) and on December 8, 2020 ($319,956).

 

On April 1, 2021, the County received a letter of intent from CDPH notifying San Bernardino County of their intent to award supplemental funding to increase COVID-19 vaccination services, in the amount of $9,902,453 for period of July 1, 2021 through June 30, 2022.

 

On August 17, 2021, the County received a letter of intent from CDPH notifying San Bernardino County of their intent to award additional supplemental funding to increase COVID-19 vaccination services, in the amount of $9,582,497 for period of July 1, 2021 through June 30, 2022.

 

On November 5, 2021, DPH received Amendment No. 3 to the grant agreement County Agreement No. 18-95 (State Agreement No. 17-10343 A03) from CDPH for Immunization Local Assistance funding for continued COVID-19 vaccination services, increasing the award amount by $19,484,950, from $3,397,084 to $22,882,034, with no change to the total period of July 1, 2017 through June 30, 2022.

 

This item is being presented at this time, as this is the first date available for presentation following the required operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s immunization services or activities.
