Recommendation
1. Authorize the Human Resources Department to implement an online payment option and accept payments via credit card and electronic check for benefits of active and former employees.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to approve procedures and oversee the implementation of the new credit card merchant account.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Human Resources Department (Human Resources) anticipates $1.3 million will be collected annually via credit card or electronic check (e-check) for payments of benefits. Active and former employees (Employees) who choose to pay online with a credit card will incur a fee of 2.25% of their total payment amount ($1.95 minimum) per credit card transaction. Additionally, Human Resources will incur a fee of $0.50 for each first-time validation of a customer's bank account when a customer pays via e-check. Adequate appropriation to cover expenses associated with the first-time validation is included in the Human Resources 2021-22 budget and will be included in future recommended budgets.
