Recommendation
Approve non-financial Memorandum of Understanding with Victor Community Support Services, Inc. to provide social-emotional development and behavioral challenges training to parents of children enrolled in Early Head Start, Head Start, and State Preschool Programs, for the period of June 1, 2022 through May 31, 2025.

FINANCIAL IMPACT
The recommended Memorandum of Understanding (MOU) is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost).

BACKGROUND INFORMATION
Preschool Services Department (PSD) operates the Early Head Start, Head Start, and State Preschool programs and serves more than 3,400 children in 31 locations through direct services in San Bernardino County. These programs provide education, health, cognitive, social/emotional, physical growth and development, and parent involvement services for children ages 0 to 5 with the overall goal of increasing family engagement and the school readiness of young children in economically disadvantaged families.

Under the terms of the recommended MOU, Victor Community Support Services, Inc. (VCSS) will train approximately 100 parents of children enrolled in PSD's Early Head Start, Head Start, and State Preschool programs to assist in understanding the triggers of challenging behavior and how to redirect children displaying challenging behaviors.
