Recommendation
Adopt a resolution that:
1. Establishes a “No Stopping, Standing, or Parking” zone of commercial vehicles having a gross weight rating exceeding 10,000 pounds on both sides of Ivy Avenue from Ilex Street east to Cottonwood Avenue; Palms Avenue from Owen Street north to Ivy Avenue; and Owen Street from Ilex Street east to Palms Avenue in the Fontana area, pursuant to County Code Section 52.0128(a).
2. Directs the County Road Commissioner to perform such acts as are necessary to implement the terms of the resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the estimated cost of $1,000 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records will be funded by Gas Tax revenue. Sufficient appropriation and revenue are available in the Department’s 2021-22 Road Operations budget.
BACKGROUND INFORMATION
Residents at Cottonwood Apartments, in the Fontana area, expressed concerns regarding safety on various streets. In response to such requests and concerns from the public, the Department conducted a traffic engineering investigation of commercial vehicle parking on Ivy Avenue, Palms Avenue, and Owen Street. The investigation found that commercial vehicles were parking on both sides of Ivy Avenue, Palms Avenue, and Owen Street narrowing the travel way and causing view obstructions for drivers entering onto and exiting from the subject streets. Therefore, due to conditions affecting the safety of the public utilizing these streets, and pursuant to the findings of a traffic engineering investigation, the Department recommends establishing no parking zones for commercial vehicles on the following streets in the Fontana area:
1. Ivy Avenue (442600) from Ilex Street (434950) east to Cottonwood Avenue (257850);
2. Palms Avenue (633470) from Owen Street (624550) north to Ivy Avenue (442600); and
3. Owen Street (624550) from Ilex Street (434950) east to Palms Avenue (633470).
The area is primarily residential in character and Ivy Avenue was constructed to residential street standards. Therefore, the pavement was not designed for heavy trucks to use on this road. Moreover, because Ivy Avenue is a residential street, commercial vehicle parking is not desired, except under certain conditions. County Code Section (CCS) 83.11.100(b) states that commercial vehicles may park on residential streets while making deliveries, when a vehicle is used for a service or improvements to a home, and in conjunction with an approved Home Occupation Permit. Otherwise, commercial vehicles should not park in residential areas and this parking restriction on commercial vehicle parking is not expected to significantly impact residents.
The Department recommends establishing a no parking zone for commercial vehicles pursuant to CCS 52.0128(a) on these sections of roadway to address safety concerns, such as removing view obstructions for drivers entering onto and exiting from these streets, and to protect the pavement on Ivy Avenue, Palms Avenue, and Owen Street in the Fontana area.
