1.                     Receive a presentation on the proposed San Bernardino County Homeless Strategic Action Plan.

2.                     Approve the San Bernardino County Homeless Strategic Action Plan and direct the Chief Executive Officer and Deputy Executive Officer of Community Revitalization to collaborate with a variety of public and private stakeholders to implement the strategic action plan for a collective impact approach to prevent and reduce homelessness.

3.                     Direct the Chief Executive Officer and Deputy Executive Officer of Community Revitalization to consider new pilot projects and programs to serve the County’s most vulnerable populations, prioritize investments in affordable housing options, and assist in the development of evaluation and monitoring of implementation goals and strategies.

4.                     Provide direction to the Chief Executive Officer and Deputy Executive Officer of Community Revitalization to align County resources for increased coordination to expand the County’s housing and homeless programs to make a collective impact and for the implementation of the San Bernardino County Homeless Strategic Action Plan.

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as this item is non-financial in nature.

 

BACKGROUND INFORMATION

The 2022 Homeless Strategic Action Plan (Plan) increases coordination, expands the impact of the County’s housing and homeless programs, and strengthens efforts amongst partners to make a collective impact.

 

This collective impact is an intentional way of working together to strategically align and strengthen efforts, including abandoning practices that are proven to be ineffective or duplicative for the purpose of addressing a complex problem, such as preventing and reducing homelessness.

 

On November 17, 2020 (Item No. 43), the Board of Supervisors (Board) approved the development of an annually updated County Homeless Strategic Plan to increase the efficacy and expand the impact of the County’s housing and homeless programs.

 

On March 23, 2021 (Item No. 88), the Board approved the County Homeless Strategic Plan framework and directed staff to collaborate with a variety of stakeholders to develop the plan and return to the Board for approval.

 

On October 26, 2021 (Item No. 93), the Board reviewed a Plan, which would operate as a roadmap and a living document and directed staff to return to the Board for approval.

 

The actions and strategies in the currently proposed Plan are based on community input from more than 500 stakeholders including, but not limited to: youth, veterans, aged or disabled, formerly homeless individuals, healthcare entities, faith and community-based organizations, cities, and housing developers. The prioritized populations include diverse individuals experiencing chronic homelessness and living with one or more disabling conditions such as mental illness, substance use disorder, developmental disorders, and/or physical ill health. In addition, individuals known to multiple systems due to the frequency of interaction with crisis services, community safety, justice, and/or healthcare entities are a priority for intervention.

 

This Plan prioritizes moving from a collection of individual programs to a Countywide response that is strategic and data-driven to direct the allocation of resources, services, and programs to improve the quality of life of those who live, work, and play in this County. Community Revitalization is requesting that the Board direct the Chief Executive Officer and Deputy Executive Officer of Community Revitalization to:  

                     Align County resources for increased coordination to expand the County’s housing and homeless programs to make a collective impact.

                     Facilitate ongoing stakeholder engagement, including public and private stakeholders.

                     Present for the Board’s consideration new pilot projects and programs to serve the most vulnerable populations and prioritize investments in affordable housing options.

                     Assist in the development of evaluation and monitoring of implementation goals and strategies.

 

Community Revitalization, with strategic direction from the Board, will work with the County Administrative Office to pilot new projects and programs for continuous improvement to invest in affordable housing options for neighborhoods and communities, and address the needs of the County’s most vulnerable individuals.
