Recommendation
Approve Amendment No. 2 to Revenue Contract No. 19-360 (Commission Contract No. S1030) with the Children and Families Commission for San Bernardino County to provide Community Engagement Services, revising contract language, increasing the amount by $459,877, from $1,459,631 to $1,919,508, and extending the contract an additional year, for the total contract period of July 1, 2019 through June 30, 2023.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The recommended additional revenue for Community Engagement Services in the amount of $459,877 is funded by the Children and Families Commission for San Bernardino County (Commission). Adequate appropriation and revenue will be included in the Human Services Administrative Claim 2022-23 recommended budget.
BACKGROUND INFORMATION
The Children’s Network was created in 1986 to assist the County in improving outcomes for children and their families. Children’s Network helps to establish and support partnerships with other public and private child serving agencies throughout the County and beyond.
Children’s Network receives funding from the Commission to provide Community Engagement activities and programs. These activities and programs are designed to help meet the special needs of at-risk infants and children through community partnerships, training, and events. In addition, Children’s Network works with community and county partners to develop collaborative partnerships that focus on educating and increasing awareness efforts to reduce the rates of child abuse and neglect in the County.
The recommended amendment to the revenue contract with the Commission will allow Children’s Network to continue to fund Community Engagement services, activities, and programs through June 30, 2023. The contract includes the following activities:
• Organize, promote, and host the Annual Shine a Light on Child Abuse Awards Breakfast for professionals, community organizations, and other members of the community serving children 0-5 years of age.
• Plan and arrange appropriate multi-disciplinary workshops, and invite professionals to the Annual Children’s Network Conference to help build foundational capacity of attendees around the latest trends and resources related to child abuse prevention.
• Organize and implement a comprehensive and strategic media campaign to educate and bring awareness to the general public about child abuse, neglect, and child safety related issues.
• Increase awareness of community resources and services to assist in meeting the needs of children ages 0-5 and their families.
• Facilitate the father engagement collaborative network that builds the capacity of family serving agencies and coordinates support services that are accessible and father-friendly.
On June 11, 2019 (Item No. 21), the Board of Supervisors (Board) approved Revenue Contract No. 19-360 (Commission Contract No. S1030) with the Commission to provide community engagement services, in the amount of $1,379,631, for the period of July 1, 2019 through June 30, 2022, with two one-year extension options by mutual agreement of the parties.
On September 29, 2020 (Item No. 21), the Board approved Amendment No. 1 to Revenue Contract No. 19-360 (Commission Contract No. S1030 A1) with the Commission increasing the amount by $80,000, from $1,379,631 to $1,459,631, with no change to the contract period of July 1, 2019 through June 30, 2022.
