RECOMMENDATION(S)
Recommendation
Approve Amendment No. 1 to Contract No. 21-680 with Acorn Evaluation, Inc. to provide Data Capacity Assessment Services, including non-standard terms, increasing the contract amount by $14,000, from $12,000 to $26,000, and extending the contract for one year, for a total contract period of September 20, 2021 through June 30, 2023.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The increase of $14,000, for a total contract amount of $26,000, is federally funded by the United States Department of Health and Human Services, Administration for Children and Families grant funds. Adequate appropriation and revenue have been included in the Preschool Services Department's (PSD) 2021-22 budget and will be included in the 2022-23 recommended budget.

BACKGROUND INFORMATION
Acorn Evaluation, Inc., (Acorn) provides Head Start data system analysis to meet Head Start Performance Standards of continuous quality improvement. The recommended amendment will allow Acorn to continue providing Data Capacity Assessments for PSD's Head Start and Early Head Start Programs through June 30, 2023. The assessments evaluate workflow processes, quality improvement, and provide strategies for improvement as required by the Office of Head Start.

The amendment will continue with terms included in the contract that differ from the standard County contract terms. The non-standard terms include the following:
