Approve Amendment No. 4 to Enterprise Agreement No. 19-803 with Environmental Systems Research Institute, Inc. for additional learning and service credits and the transfer of the ArcGIS Indoors licensing from the on-premises Enterprise platform to the cloud hosted ArcGIS Online platform increasing the total contract amount by $124,200, from $2,476,050 to $2,600,250, with no change to the term of December 20, 2019 through December 19, 2022.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The additional learning and service credits and the transfer from the ArcGIS Indoors on-premises platform to the ArcGIS Online cloud hosted platform will increase the total amount of the Enterprise Agreement (EA) by $124,200, from $2,476,050 to $2,600,250. Sufficient appropriation is included in the Innovation and Technology Department Geographic Information System (GIS) 2021-22 budget.

 

BACKGROUND INFORMATION

GIS answers the questions of where things are, where things happen, where resources are being deployed, or where there is actionable opportunity. GIS augments existing departmental information with location data points enabling organizations to visualize, understand, and interpret data in ways that reveal relationships, patterns, and trends of a wide variety of information through the use of maps, reports, and charts. Environmental Systems Research Institute, Inc. (Esri), a company whose headquarters are located within San Bernardino County in Redlands, is the industry leader in GIS technologies.

 

On December 10, 2019 (Item No. 47), the Board of Supervisors (Board) approved an EA with Esri in the amount of $2,175,000, to provide proprietary software licensing with maintenance and support services, implementation, training, and 40 annual Esri User Conference registrations from December 20, 2019 through December 19, 2022, with one two-year option to extend. On June 9, 2020 (Item No. 28), the Board approved Amendment No. 1 to the EA, increasing the total contract amount by $48,000, for additional services, software licenses, and authorized callers, with no change to the term. On May 18, 2021 (Item No. 38), the Board approved Amendment No. 2 to the EA, increasing the total contract amount by $253,050, for additional software and learning and service credits, with no change to the term. On January 25, 2022 (Item No. 29), the Board approved Amendment No. 3 to the EA to reduce the ArcGIS Tracker for ArcGIS Enterprise Term Licenses from 100 to 25 and add 100 ArcGIS Tracker for ArcGIS Online Term Licenses at no cost and with no change to the term.

 

The recommended amendment adds learning and service credits which are used to access Esri resources related to professional services such as trainings and granting ease of access to subject matter experts, allowing ITD to efficiently implement new products and resolve technical support issues. Vital instructor led training courses on new Esri technology for large groups of County staff are also covered by the learning and service credits. These additional learning and service credits are needed due the deployment of a new GIS application. Also included in the recommended amendment is the transfer of the County’s ArcGIS Indoors licenses from the on-premises Enterprise platform to the County’s ArcGIS Online organization, which is cloud based. This transfer benefits the County by reducing implementation time for the cloud solution without incurring any setup and maintenance costs associated with the on-premises infrastructure components. 

 

PROCUREMENT

A procurement was not applicable as the County has an existing Agreement No.19-803 with Esri for the proprietary licensing and support services for the period of December 20, 2019 through December 19, 2022, approved by the Board on December 10, 2019 (Item No. 47), and only Esri can add learning and service credits and transfer Esri licenses to a different platform.
