Recommendation

Approve Amendment No. 1 to Revenue Contract No. 21-628 (State Revenue Agreement No. MI-2122-20), with the California Department of Aging for Medicare Improvements for Patients and Providers Act  services, updating Exhibit B - Budget Display, and Exhibit D - Special Terms and Conditions and increasing the amount by $9,045, from $99,837 to $108,882, with no change to the contract period of September 1, 2021 through August 31, 2022.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The increase of $9,045 for Medicare Improvements for Patients and Providers Act (MIPPA) services is funded by federal revenue allocated to the California Department of Aging (CDA). Adequate appropriation and revenue have been included in the Department of Aging and Adult Services (DAAS) 2021-22 budget and will be included in the 2022-23 recommended budget.

 

BACKGROUND INFORMATION

The State Revenue Agreement No. MI-2122-20 from CDA allows DAAS to provide health insurance counseling and advocacy for Medicare beneficiaries and community education throughout San Bernardino County (County). CDA administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the State. CDA provides funding through contracts with local Area Agencies on Aging (AAA) to help older and disabled individuals live independently, promote healthy aging, and assist family members in their care-giving role. As the designated local AAA, DAAS receives funding annually to provide MIPPA services to eligible residents throughout San Bernardino County. The recommended amendment to the revenue contract increases funding to provide MIPPA outreach and assistance to approximately 158 additional seniors for an approximate total of 790 seniors with limited income in rural areas of the County.

 

MIPPA funds allow DAAS to expand outreach and Medicare beneficiary enrollment in Prescription Drug Benefit Low Income Subsidy Programs, the Medicare Savings Program, and other healthcare related programs to older adults. MIPPA funds can only be awarded to the designated Health Insurance Counseling and Advocacy Program service provider for the AAA. The current designated Health Insurance Counseling and Advocacy Program service provider is Southern California Council on Aging, which provides coordination of MIPPA services countywide.  

 

In the recommended amendment, Exhibit B updates the budget display to reflect the increase in funding, and Exhibit D - Special Terms and Conditions updates the address for CDA and requests the County submit any documents or requests via email, using a standard form.

 

On August 24, 2021 (Item No.4), the Board of Supervisors approved County Revenue Contract No. 21-628 (State Revenue Agreement No. MI-2122-20) in the amount of $99,837, to provide MIPPA services, for the period of September 1, 2021 through August 31, 2022. In addition, this item adopted Resolution No. 2021-154 authorizing the Chairman of the Board of Supervisors, the Chief Executive Officer, or the DAAS Director to execute all documents, including any subsequent non-substantive amendments, in relation to State Revenue Agreement No. MI-2122-20, on behalf of the County, subject to review by County Counsel.
