RECOMMENDATION(S)

Recommendation

1.                     Approve Revenue Agreement with the City of Big Bear Lake for emergency dispatch services provided by the Sheriff/Coroner/Public Administrator to the City’s Code Compliance Division for the period of July 1, 2022 through June 30, 2025.

2.                     Authorize the Sheriff/Coroner/Public Administrator to revise and execute Attachment I to the Revenue Agreement with the City of Big Bear Lake for 2023-24 and 2024-25, based on the Board of Supervisors approved amount for emergency dispatch services, as reflected in the Sheriff/Coroner/Public Administrator law enforcement services contracts for 2023-24 and 2024-25, subject to review by County Counsel.

3.                     Direct the Sheriff/Coroner/Public Administrator to transmit all documents in relation to this Revenue Agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The City of Big Bear Lake (City) will reimburse the Sheriff/Coroner/Public Administrator (Department) for emergency dispatch services in the amount of $17,312 for 2022-23. This amount includes full recovery of both direct and indirect costs to provide service, and is included in the Department’s 2022-23 recommended budget. The estimated annual revenue for the provision of these services in subsequent years will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Department provides dispatch services to various outside agencies using existing personnel and equipment, with minimal operational impact, for emergencies and non-emergencies. The City has requested a new agreement for emergency dispatch service for its Code Compliance Division (Division) for the term of July 1, 2022 through June 30, 2025. The service will allow for members of the Division to have radio contact with the Department’s dispatch centers to call in case of an emergency that requires response by law enforcement personnel. The recommended Revenue Agreement provides for annual review of the fee schedule (Attachment I) to ensure proper cost recovery to the County. The Department is seeking authorization to revise and execute the Attachment I to reflect future amounts as approved by the Board of Supervisors for emergency dispatch services in the law enforcement services contracts for fiscal year 2023-24 and 2024-25.
