RECOMMENDATION(S)
Recommendation
1. Approve revenue agreement with the California Government Operations Agency (Agency Agreement No. GOVOPS-C2201) to support the administration and distribution of the vaccines that control and suppress severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) and the coronavirus disease (COVID-19) and to provide health education outreach, in the amount of $3,000,000, for the period of July 1, 2021 through June 30, 2023.
2. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute any subsequent non-substantive amendments in relation to the revenue agreement with the California Government Operations Agency (Agency Agreement No. GOVOPS-C2201), on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the revenue agreement with California Government Operations Agency (Agency Agreement No. GOVOPS-C2201) to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The revenue agreement in the amount of $3,000,000 from the California Government Operations Agency (GovOps) will allow the Department of Public Health (DPH) to be reimbursed for eligible COVID-19 vaccination activity expenses incurred for the period of July 1, 2021 through June 30, 2023. Adequate appropriation and revenue have been included in DPH’s 2021-22 budget and will be included in the 2022-23 recommended budget.
BACKGROUND INFORMATION
The COVID-19 pandemic has had a disproportionate impact amongst California’s diverse population groups. The California Department of Public Health (CDPH) must work to ensure a fair and equitable distribution, allocation, and administration of the COVID-19 vaccine to those population groups that have been most impacted. The goal of this agreement with the GovOps is to increase COVID-19 vaccination rates to the most vulnerable, high-risk populations within San Bernardino County through community-specific and culturally appropriate health education outreach.
On April 30, 2021, DPH was notified of a possible $3 million allocation from GovOps to increase COVID-19 vaccination rates and health education outreach. DPH worked with GovOps to develop a plan to address areas with low vaccination rates or that were disproportionately impacted by COVID-19. This work plan was submitted to the State of California - Government Operations Agency in December 2021 and the County received official notification in March 2022 that the County would receive funding.
This allocation is being awarded to health departments across the state and the award amount is based on the population levels in each county.
DPH initiatives the award will fund include, but are not limited to:
• The COVID-19 Health Ambassador Program and Health Education Teams
• Development and distribution of COVID-19 educational material
• Operation of COVID-19 Mobile Specialty Event/Pop-up Vaccine Clinics
On March 2, 2022, DPH received the revenue agreement with GovOps (Agency Agreement No. GOVOPS-C2201) in the amount of $3,000,000, for reimbursement of eligible COVID-19 vaccination activity expenses incurred for the period of July 1, 2021 through June 30, 2023. Under the terms of the recommended agreement, GovOps will collaborate with DPH in the operations, distribution, and administration of the vaccines that control and suppress severe SARS-CoV-2 and COVID-19. In addition, community-specific and culturally appropriate health education outreach will assist to minimize the impact of COVID-19 to the most vulnerable and high-risk populations.
As of April 20, 2022, 1,590,369 people have been vaccinated in San Bernardino County, of which 1,361,679 were San Bernardino County residents. The total doses of vaccines administered in the County (both first and second doses) was 3,129,002, and the percentage of residents receiving at least one vaccine dose was 67.1%. As of April 20, 2022, the number of residents fully vaccinated was 1,164,774, and the total number of residents partially vaccinated was 196,817.
This item is being presented at this time as this is the first available date following the required administrative, operational, fiscal, and legal reviews. Approval at this time will not impact DPH’s services or activities as the agreement provides reimbursement of incurred expenses retroactively to July 1, 2021.
