FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Department of Public Health (DPH) may receive up to $1,009,249 in additional revenue for the provision of animal care and control and license canvassing services. The costs associated with providing these services are reimbursed by the cities and/or offset by revenue collected on behalf of the cities by the County. Amendment amounts were calculated based on estimated salary and benefit and ongoing operating costs associated with the provision of these services. Adequate appropriation and revenue will be included in the 2022-23 recommended budget.
BACKGROUND INFORMATION
Under the terms of the recommended amendments, DPH will continue to provide animal care and control services for the cities of Highland and Yucaipa for an additional year through June 30, 2023, and increase the total contract revenue amounts for this extension. The services provided to the cities of Highland and Yucaipa include full scope animal care and control services as defined below. Door-to-door dog license canvassing services are presented as a service level option. The amendment with the City of Yucaipa includes additional funds to provide door-to-door dog license canvassing services to help ensure dogs within the city are licensed pursuant to state law and local ordinances.
Full scope animal care and control services include field services, licensing, low cost rabies and vaccination clinics, impounding and shelter services, after-hours emergency services, and final disposition. DPH has provided animal care and control services for the City of Highland since 1997 and the City of Yucaipa since 1990.
On June 24, 2014 (Item No. 65), the Board of Supervisors (Board) approved revenue Contract No. 14-613 with the City of Highland in the amount of $436,202, and Contract No. 14-615 with the City of Yucaipa in the amount of $435,708 for full scope animal care and control services, for the period of July 1, 2014 through June 30, 2015. Since that time, the Board has approved multiple amendments to the revenue contracts for the provision of additional services and extensions for continued animal care and control services through June 30, 2021.
