RECOMMENDATION(S)

Recommendation

Acting as the governing body of the Bloomington Recreation and Park District:

1.                     Award a construction contract to AD Improvements Inc. in the amount of $177,300 for the Old Ayala Park Demolition Project, in the Bloomington area.

2.                     Authorize the Director of the Department of Public Works to order any necessary changes or additions to the work being performed under the construction contract for a total amount not to exceed $17,730 pursuant to Public Contract Code section 20142.

3.                     Authorize the Director of the Department of Public Works to accept the work when 100% complete and execute and file the project’s Notice of Completion.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The cost of the Old Ayala Park Demolition Project (Project), which includes the recommended construction contract of $177,300, will be funded through a $500,000 allocation from the San Bernardino County General Fund. This allocation was approved by the Board of Directors (Board) on January 25, 2022 (Item No. 64), as part of the 2021-22 Mid-Year Budget Report. Appropriation for the Project is included in the Bloomington Recreation and Park District’s 2021-22 budget and 2022-23 recommended budget.

 

BACKGROUND INFORMATION

The Project consists of the demolition of all structures, park features, and improvements at the former Ayala Park location in the Bloomington area, returning the property to native compacted grade with planning for later use. There will be no expansion of use and all work is being completed within the existing property.

 

On May 10, 2022 (Item No. 54), the Board determined that the Project is exempt under the California Environmental Quality Act, approved the Project as defined in the Notice of Exemption, and directed the Secretary of the Board to file and post said notice.

 

Approval of this item will allow for the demolition of existing structures at Old Ayala Park that are beyond repairable condition, thus avoiding possible future vandalism and reducing potential County liability and related cost. Following Board approval of this item, construction of the Project is anticipated to commence in June 2022 and be completed by the end of August 2022.

 

PROCUREMENT

On May 10, 2022 (Item No. 54), the Board approved the Project’s plans and specifications and authorized the Department of Public Works (Department) to advertise the Project for bids.  The Department advertised the Project for bids on May 12, 2022, through the County Electronic Procurement Network (ePro) website in accordance with Public Contract Code Section 22037.

 

On May 19, 2022, a total of 16 contractors attended a mandatory pre-bid site meeting.  On May 31, 2022, the following bids were received:

The Department reviewed the bids received and determined that they were all responsive.  The Department recommends an award of construction contract to AD Improvements Inc. as the lowest responsible bidder. No appeal/protest letters were received.

 

Under an established formula based on the contract amount, Public Contract Code section 20142 allows the Board to authorize the Department Director to order changes in the contract, including for unforeseen conditions or design shortfalls, should they become necessary in the future, for a total amount not to exceed $17,730.
