Recommendation
Approve Amendment No. 1 to Contract No. 19-306 with Walden Family Services to provide Independent Living Program Extended Care Services, updating standard contract language, increasing the amount by $300,000, from $975,000 to $1,275,000, and extending the contract an additional year, for the total contract period of July 1, 2019 through September 30, 2023.

FINANCIAL IMPACT
This item does not require additional Discretionary General Funding (Net County Cost). The increase of $300,000 will be funded with the Independent Living Allocation and is 62% ($186,000) federal and 38% ($114,000) Realignment funds. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2022-23 budget and will be included in the 2023-24 recommended budget.
BACKGROUND INFORMATION
The recommended amendment with Walden Family Services will allow Children and Family Services (CFS) to continue providing Independent Living Program (ILP) Extended Care services through September 30, 2023. These services enable foster youth to secure the skills that are necessary to exit the dependency court system and become self-sufficient. Federal and state law authorizes payments to establish and administer programs that assist foster youth with the transition from dependency to independent self-sufficient living. CFS manages a variety of programs to assist foster youth through this transition, both directly and through contracted agencies. CFS anticipates that the recommended amendment to extend the contract with Walden Family Services an additional year will provide ILP Extended Care Services to 70 dependents, at a cost of approximately $4,300 per dependent.
To ensure foster youth have access to ILP services, CFS has provided ILP Extended Care Services through contracted agencies since 1985. Independent living skills help foster youth who are dependents or wards of the County develop the skills to meet their needs in the community and successfully transition into independent living upon their exit from the foster care system.
PROCUREMENT
On May 21, 2019 (Item No. 44), as a result of a formal procurement, the Board of Supervisors approved Contract No. 19-306 with Walden Family Services to provide ILP Extended Care Services, in the amount of $975,000, for the period of July 1, 2019 through September 30, 2022. The contract included two one-year extension options upon mutual agreement of all parties.
