Recommendation

Approve contract with Children’s Fund, Incorporated, to support programs and projects for at-risk children and youth served by San Bernardino County, in an amount not to exceed $1,199,243, for the period of September 21, 2022 through June 30, 2025.

FINANCIAL IMPACT

This item does not require additional Discretionary General Funding (Net County Cost).  Under the terms of the agreement, Children’s Fund, Incorporated, (Children’s Fund) has committed to fund programs and projects benefiting children and youth referred by San Bernardino County (County) at a 2-to-1 ratio (Children’s Fund contributes two dollars for every one dollar the County contributes).  The maximum cost for this contract is $1,199,243 and is funded 80% ($955,625) with Realignment funds and 20% ($243,618) with Net County Cost.  Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2022-23 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Since 2011, Children and Family Services (CFS) has referred at-risk children and youth for programs and services supported by Children’s Fund as part of a public/private collaborative.  These programs and services include:  clothing, school supplies, orthodontia, groceries, housing and utility assistance, scholarships, computers and training for graduating high school seniors, support for the Independent Living Program for teens in foster care, and holiday and birthday gifts for children and youth in foster care. 

 

Children’s Fund is a non-profit 501(c)(3) organization founded in 1986 and is the County’s public/private partnership component of the Children’s Network (the Child Abuse Prevention Council of San Bernardino County) whose role is to bring together all agencies within the County that serve children and youth and facilitate collaboration and information.

 

The mission of Children’s Fund is to give vulnerable children and youth support, opportunity, and hope by breaking destructive cycles through community partnerships.  Children’s Fund helps to provide programs that match children and youth in need to available resources and services through a comprehensive resource distribution network.  Since its inception in 1986, Children’s Fund has served more than 1,400,000 children and youth in the County through programs designed to meet the specific needs of at-risk children and youth.  During 2020-21, Children’s Fund provided services to more than 5,500 children and youth at an average cost of $93 per child or youth.

 

The recommended contract will allow CFS and Children’s Fund to continue to work together to find ways to continue to fill the gaps in services through the public/private collaborative that has provided valuable services to children, youth and families while preserving limited general fund dollars.
