FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Fund revenue. During 2020-21, the Department of Public Works (Department) received a one-time General Fund allocation of $12,457 for the San Gabriel Mountains Recreation Opportunities Project, of which $957 was expensed during the contract period. The remaining funds available in reserves will be used to fund the new contract term. Sufficient appropriation is included in the Department’s 2022-23 Road Operations budget (6650002000 H15103).

 

BACKGROUND INFORMATION

President Barack Obama designated the San Gabriel Mountains National Monument on October 10, 2014. San Bernardino County (County) and the United States Forest Service (USFS) were interested in having discussions with community stakeholders on the management and uses of the portions of the San Gabriel Mountains within the County that were excluded from the San Gabriel Mountains National Monument. The designation excluded areas which include Cucamonga Canyon and Lytle Creek.

 

On June 23, 2015 (Item No. 48), the Board of Supervisors (Board) approved Contract No. 15-488, for the period June 23, 2015 through June 30, 2017, in the amount of $76,667 to partner with San Bernardino County Transportation Authority (SBCTA)/San Bernardino Council of Governments (SBCOG) for the production and completion of the Cucamonga Canyon and Lytle Creek Forest Management Plans, which addressed issues related to overuse in the forest areas excluded from the San Gabriel Mountains National Monument. On January 8, 2019 (Item No. 22), the Board approved Amendment No. 1 to extend the contract term through June 30, 2020.

 

On January 5, 2021 (Item No. 29), the Board approved County Contract No. 21-46, for the period of January 5, 2021 through June 30, 2021, in the amount of $12,457, to continue the partnership with SBCTA/SBCOG and initiate the Public Outreach for Recreation Opportunities Project in the Cucamonga Canyon and Lytle Creek area based on the findings from the Cucamonga Canyon and Lytle Creek Forest Management Plans. The Lytle Creek Forest Management Plan was completed in 2021 and the public outreach for the Cucamonga Canyon was paused due to trail access improvements that were needed. Only $957 was expensed during this contract period and the remaining funds available in reserves will be used to fund the Agreement for a new term.

 

Approval of this Cooperative Agreement (Agreement) will authorize the County to partner with SBCTA/SBCOG to contract with Costin Public Outreach Group to prepare and implement a public outreach plan for the Cucamonga Canyon Management Plan as described in Attachment A. This public outreach will address the issues related to overuse and raise awareness of the recreational opportunities within the community.

 

SBCTA/SBCOG, the County, and the Rancho Cucamonga Fire Protection District (RC Fire) will contribute funding for the Cucamonga Canyon Forest Management Plan Public Outreach. The total cost for development of the Cucamonga Canyon Management Plan is estimated to be $29,540 with SBCTA/SBCOG contributing $2,959.90, the County contributing $2,959.90 (to be paid out of the funds available in reserves) and RC Fire contributing $23,620.20. The term of the Agreement shall continue in full force and effect through completion and closeout of the project or on June 30, 2023, whichever occurs first.

 

The Agreement will support the County and the Chief Executive Officer’s goals and objectives by working cooperatively with SBCTA/SBCOG to provide for the safety, health and social service needs of County residents by creating better access to recreational use areas.
