RECOMMENDATION(S)
Recommendation
1. Approve Agreement with Golden Star Technology, Inc. to provide audio/visual system upgrades to various conference rooms in the not-to-exceed amount of $1,600,000, for the term of November 16, 2022 through November 15, 2027.
2. Designate the Director of Arrowhead Regional Medical Center as the authorized official to approve and sign Statements of Work, subject to review by County Counsel, so long as the Statements of Work, collectively, do not exceed $1,600,000 and do not extend the term of the Agreement.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The not-to-exceed cost of $1,600,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue will be included in the Arrowhead Regional Medical Center (ARMC) 2022-23 Mid-Year budget adjustments and will be included in future recommended budgets.
BACKGROUND INFORMATION
Golden Star Technology, Inc. (GST) will conduct audio/visual system upgrades, excluding any necessary rough in (the stage of a construction project when the various mechanical, electrical, and plumbing lines are brought in or infrastructure work), for various conference rooms at ARMC. Specifically, GST will provide all equipment, labor, and services to replace and upgrade the audio/video systems in the conference rooms throughout ARMC (except for any construction related work). Prior to the commencement of any work, GST will prepare a Statement of Work (SOW) for the proposed conference room, which will outline in specificity the work to be completed, the equipment to be installed, the projected timeline, milestones, and costs. GST may commence work only after a SOW is approved and signed by the Director of ARMC.
ARMC will coordinate with GST on all SOWs and process any necessary approvals, exemptions or permits required from the Department of Healthcare Access and Information.
ARMC recommends approval of the agreement with GST as it will allow ARMC to update and standardize equipment across every conference room. The conference room technology upgrade will allow ARMC staff to provide trainings for the education of employees, medical staff, and medical students. The current equipment in the conference rooms are well beyond their service life and are in need of replacement. Additionally, since ARMC is an academic hospital, these spaces are utilized for didactics and lectures by nursing and provider groups, as well as training and competencies for our other staff.
PROCUREMENT
On December 1, 2021, Request for Proposal (RFP) No. ARMC122-ARMC-4367, Conference Room Audio Visual Upgrade, was released through the San Bernardino County Electronic Procurement Network. to provide an updated audio/visual system, related design and implementation services, and technical support for 45 conference rooms at ARMC facilities. Six proposals were received, and following review, an evaluation committee recommended that GST be awarded an agreement as they best met the needs of ARMC. The full list of proposers is as follows:
