RECOMMENDATION(S)

Recommendation

1.                     Approve non-financial Memorandum of Understanding with the California Department of Public Health to deploy Public Health Reserve Corps Personnel to the County through the State’s mutual aid system to help the County with State of Emergency response, to be effective upon execution by all parties through June 30, 2025.

2.                     Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute any subsequent non-substantive amendments in relation to this Memorandum of Understanding, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to this agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

The recommended Memorandum of Understanding is non-financial in nature and, as such, does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

California Department of Public Health’s (CDPH) fundamental responsibilities are comprehensive in scope and include infectious disease control and prevention, food safety, environmental health, laboratory services, patient safety, emergency preparedness, chronic disease prevention and health promotion, family health, health equity, and vital records and statistics.

 

The CDPH Public Health Reserve Corps (PHRC) are trained strike team members who will provide support in an emergency in the State of California that poses a risk to public health. PHRC members are ready to be deployed to support Local Health Jurisdictions (LHJ) in performing contact tracing/case investigation duties in alignment with CDPH and the assigned LHJ procedures.

 

For future public health emergencies, PHRC members will be responsible for independently providing support to the operations of the specific public health emergency declared pursuant to Health and Safety Code section 101080, a significant outbreak of a contagious, infectious, or communicable disease, or other significant or catastrophic events, where immediate public health measures and actions are needed.
