Recommendation

Approve Purchase Agreement with Medtronic USA, Inc. for the one-time purchase in the amount of $1,062,705 for the StealthStation S8 System, which includes a discount for the trade in of the StealthStation S7 System.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General funding (Net County Cost) as the total amount of $1,062,705 is funded by the State Medi-Cal, Federal Medicare, private insurances, and other department revenue.  Funding sources may change in the future pending any legislative actively related to the repeal and/or replacement of the Affordable Care Act.  Adequate appropriation and revenue is included in the Arrowhead Regional Medical Center’s (ARMC) 2022-2023 budget.

 

BACKGROUND INFORMATION

The StealthStation S7 system currently utilized by ARMC will be upgraded to the StealthStation S8 system.  The current StealthStation S7 system is at the end of its life and must be replaced.  Medtronic USA, Inc. (Medtronic) is discounting $25,000 from the cost (before sales tax and shipping) of the StealthStation S8 for the trade in of the StealthStation S7.  Approval of the purchase of the StealthStation S8 System will allow ARMC’s surgeons to perform more intricate spinal and neurological procedures.

 

The StealthStation S8 system enables clear visualization and surgical navigation of every segment in the spine and is used for real time mapping of the brain during neuro surgeries.  This StealthStation navigation system is also used in conjunction with the newly purchased O-Arm Surgical Imaging System, which will allow for the full use of its functionality.  The StealthStation S8 system integrates with the O-arm imaging system, replacing intraoperative fluoroscopy with a fluid, 3-D-navigated, surgical experience, while minimizing surgeon and staff radiation exposure.

 

On October 5, 2021 (Item 12), the Board of Supervisors (Board) approved Agreement No. 21-740 with Medtronic USA, Inc. for the purchase of the O-Arm Surgical Imaging System, for minimally invasive surgical procedures, in the amount of $912,697.

 

ARMC recommends approval of the agreement with Medtronic as it will provide for the safety, health and social services needs of County residents by upgrading to the newer and more functional StealthStation S8 System.

 

PROCUREMENT

The Purchasing Department approves this non-competitive procurement based on equipment/system compatibility with the StealthStation Navigation System components currently used at ARMC.
