RECOMMENDATION(S)
Recommendation
1. Approve Capital Improvement Program Project No. 23-123, in the amount of $289,000, for the Mt. Baldy Cellular Feasibility Study.
2. Approve the use of $289,000 of American Rescue Plan Act Coronavirus Local Fiscal Recovery Fund program funding for the Mt. Baldy Cellular Tower Feasibility Study Project.
3. Approve appropriation and revenue adjustments to fund the Capital Improvement Program Project No. 23-123 and authorize the Auditor-Controller/Treasurer/Tax Collector to post necessary budget adjustments, as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). It is the County's intent to use American Rescue Plan Act (ARPA) Coronavirus Local Fiscal Recovery Fund (CLFRF) program funds. Those Mt. Baldy Cellular Feasibility Study Project (Project) (WBSE 10.10.1416) costs determined to be eligible will be reimbursed from the County's ARPA allocation. At the recommendation of the Second District Board Office, this project is approved to proceed with ARPA CLFRF program funds. The following budget adjustments are necessary to establish the Project's budget and transfer funds to the Project and Facilities Management Department (PFMD):
