RECOMMENDATION(S)

Recommendation

Approve contract with Michelle Laurent to provide 5.11 uniforms and alteration services for Probation Department staff in the amount not to exceed $2,200,000 for the period of November 15, 2022 through October 31, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Costs for the provision of uniforms and alteration services over the five-year period will be fully funded by State Realignment funding received under Assembly Bill (AB) 109. Adequate appropriation and revenue has been included in the Probation Department's (Department) 2022-23 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Department is dedicated to protecting the community through assessment, treatment and control of adult and juvenile offenders by providing a range of effective services based on legal requirements and recognized professional standards. Those professional standards include authorized dress and/or uniform styles. The uniforms present a professional image and promote safety.  The Department utilizes 5.11 uniforms and alteration services due to the quality of material, color and design as they are made specifically for law enforcement personnel.

 

The Department provides uniforms directly to staff, which ensures that a cohesive officer presence is maintained through professional dress, and is considered more cost effective as it allows uniforms to be replaced as needed, based on management discretion.

 

PROCUREMENT

The Department released a Request for Proposals (RFP) (RFP PROB22-PROB-4655) on July 1, 2022, to solicit proposals from interested and qualified agencies to provide 5.11 uniforms and alteration services to Probation staff for a five-year period of October 1, 2022 through September 30, 2027. The RFP was publicly advertised through direct mailings to 90 uniform providers, community-based organizations, and other interested parties, and posted on the County Electronic Procurement Network (ePro).

 

Two proposals were received by the established deadline. Of the two proposals, both met the minimum requirements and were evaluated by a team of representatives from the Department based on the selection criteria listed in the RFP, which included qualifications and experience, technical review, cost, and references. Based on the evaluation results, Michelle Laurent is being recommended for the contract. No written protests were received.
