RECOMMENDATION(S)

Recommendation

1.                     Approve non-financial Data Use and Disclosure Agreement with the California Department of Public Health, that defines information privacy and security requirements with respect to all data collected or created in the CalCONNECT System by San Bernardino County, upon execution by both parties through October 28, 2025.

2.                     Designate the San Bernardino County Health Officer to execute CalCONNECT System Data Use and Disclosure Agreement, as required by the California Department of Public Health, and any subsequent non-substantive documents and amendments, on behalf of the County, subject to review by County Counsel.

3.                     Direct the San Bernardino County Health Officer to transmit all documents and amendments in relation to this agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

The recommended agreement is non-financial in nature and, as such, does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

The CalCONNECT system is the State’s communicable disease reporting and surveillance system of record.  CalCONNECT is utilized by state and local public health officials and healthcare providers for communicable disease reporting and surveillance. The CalCONNECT System Data Use and Disclosure Agreement between the California Department of Public Health (State) and the Department of Public Health (DPH) has been in effect since 2018, and the administrative information collected on reportable diseases has been utilized to help combat disease outbreaks like COVID-19 and Monkeypox (MPX) in San Bernardino County.

 

The recommended non-financial agreement with the State will provide DPH with access to the CalCONNECT (CalCONNECT) system. The agreement, to be executed by the Health Officer as mandated by the State, outlines requirements between the State and San Bernardino County in order to protect the privacy and provide for the security of all CalCONNECT Data in compliance with all applicable state and federal laws.

 

The CalCONNECT System Database is maintained by the state and contains reportable disease data including, but not limited to: demographic, epidemiologic (including clinical information, risk factor information, exposure information, information on cases and contacts including long term conditions experienced, and laboratory test result information) statistics. The data collected is derived from Confidential Morbidity Reports such as laboratory tests results, and administrative information on contagious, infectious, communicable, or reportable diseases and conditions collected for the purposes of contact tracing, case investigation, and for examining the causes of communicable diseases and conditions, to ascertain the nature of the disease or condition and to prevent its spread.
