RECOMMENDATION(S)

Recommendation

1.                     Accept allocation from the California Department of Public Health, Tuberculosis Control Branch, for the Uniting for Ukraine Program supporting tuberculosis prevention and control activities serving recently arriving Ukrainians, in the amount of $9,891, for the period of July 1, 2022 through December 31, 2022.

2.                     Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept any subsequent non-substantive amendments in relation to the Uniting for Ukraine Program allocation, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the Uniting for Ukraine Program allocation, to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The allocation in the amount of $9,891 from the California Department of Public Health (CDPH), Tuberculosis (TB) Control Branch, for the Uniting for Ukraine (U4U) Program is federally funded and does not require a local match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2022-23 budget.

 

BACKGROUND INFORMATION

On April 21, 2022, President Biden announced the U4U Program, which provides a safe and orderly process for displaced Ukrainians who have been impacted by Russia’s invasion to come to the United States.  As part of the U4U Program, CDPH is allocating supplemental TB Control funds to local health jurisdictions to support TB prevention and control activities involving recently arrived Ukrainians.  The amount allocated to each local health jurisdiction was calculated using a funding formula 100% based on anticipated location of the Ukrainians based on sponsorship locations as of July 27, 2022.  From January 2022 through June 2022, San Bernardino County received 3.0 % Ukrainians that entered California.

 

 

DPH will use the U4U Program funds to provide services including measures to enhance tuberculosis screening compliance, prevent homelessness, and allow for the use of less restrictive alternatives to decrease or prevent the need for detention in those with confirmed or suspected tuberculosis.  Allowable costs include: salaries and benefits for staff conducting TB prevention, control, and elimination activities; food, shelter, incentives and enablers (FSIE) for TB patients and their contacts; TB-related travel; TB-related supplies; and purchasing TB-related medications.  If the County has fewer than expected Ukrainian arrivals, the excess funds may be used for TB prevention and control activities for persons who are not part of the Ukrainian resettlement.

 

On September 7, 2022, DPH received the allocation letter of award from CDPH for the U4U Program, in the amount of $9,891, for the period of July 1, 2022 through December 31, 2022.  This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval at this time will not impact DPH’s TB services or activities.
