Recommendation
Adopt a Resolution that:
1. Establishes a “No Parking of Vehicles/Tow-Away Zone for Commercial Trucks” pursuant to County Code Section 52.0132(a) along both sides of Locust Avenue from Marygold Avenue to Valley Boulevard, for a distance of approximately 1,350 feet, in the Bloomington area.
2. Directs the County Road Commissioner to perform such acts as necessary to implement the terms of the Resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proposed resolution will not result in significant costs to the Department of Public Works (Department). The minor administrative costs to update Department records and the cost to install and maintain signage for the “No Parking of Vehicles/Tow-Away Zone for Commercial Trucks” are minimal and will be funded by Gas Tax Revenue. Sufficient appropriation and revenue have been included in the Department’s 2021-22 Road Operations budget.
BACKGROUND INFORMATION
Area residents, San Bernardino County Code Enforcement, and Law Enforcement have expressed concerns regarding commercial trucks parked along the two sides of Locust Avenue causing nuisance issue to the public. Locust Avenue is a two-lane road, with one lane of travel in each direction. There are multiple residential properties on both sides of the road. Commercial trucks parked overnight on Locust Avenue close to the residential houses have been causing noise issue and generating trash and oil on the roadway.
A request to enforce a “No Parking of Vehicles/Tow-Away Zone for Commercial Trucks” was received, prompting the Department to conduct a traffic engineering investigation along Locust Avenue from Marygold Avenue to Valley Boulevard, for a distance of approximately 1,350 feet, in the Bloomington area. Based upon the Department’s traffic engineering investigation, the Department recommends the Board of Supervisors adopt a Resolution to establish a “No Parking of Vehicles/Tow-Away Zone for Commercial Trucks” along Locust Avenue from Marygold Avenue to Valley Boulevard, for a distance of approximately 1,350 feet, in the Bloomington area, on both sides of the roadway pursuant to County Code Section 52.0132(a).
The proposed Resolution will also direct the Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes posting signage pursuant to County Code Section 52.0132(a), to assist in improving the safety of the motorists traveling along the roadway.
This item aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety and health of County residents by reducing noise and having less trash and oil on the roadway.
