Recommendation
Adopt a Resolution that:
1. Establishes a “No Parking” zone of commercial vehicles having a gross vehicle weight rating exceeding 10,000 pounds, pursuant to County Code Section 52.0128(a), on the south side of Slover Avenue from Spruce Avenue to the west approximately 335 feet; and the south side of Slover Avenue from Spruce Avenue to the east approximately 330 feet in the Bloomington area.
2. Directs the County Road Commissioner to erect and maintain signs indicating such prohibition and to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the estimated cost of $1,000 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be financed by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2022-23 Road Operations budget.
BACKGROUND INFORMATION
In response to requests from the public, the Department conducted a traffic engineering investigation regarding the commercial vehicles parking along Slover Avenue in the Bloomington area. The investigation found that commercial vehicles were stopping and parking on Slover Avenue causing view obstructions for property owners along the south sides of Slover Avenue near Spruce Avenue when exiting from their driveway. Therefore, due to conditions affecting the safety of the public utilizing this street and pursuant to the findings of a traffic engineering investigation, the Department recommends establishing a prohibition of parking for commercial vehicles exceeding a gross weight of 10,000 pounds on south side of Slover Avenue from Spruce Avenue approximately 330 feet to the east and 335 feet to the west in the Bloomington area. This restriction on commercial vehicle use is not expected to significantly impact the use by residents.
The Department recommends establishing a “No Parking” zone of commercial vehicles having a gross weight rating exceeding 10,000 pounds, pursuant to County Code Section 52.0128(a) on these sections of roadway to address safety concerns, such as removing view obstructions for drivers entering onto and exiting from the street.
This item aligns with the County and the Chief Executive Officer goals and objectives to provide for the safety, health, and social service needs of County residents by removing the view obstructions for County residents traveling on these roadways.
The proposed Resolution will also direct the County Road Commissioner to erect and maintain signs indicating such prohibition and to perform such acts as are necessary to implement the terms of the Resolution.
