RECOMMENDATION(S)

Recommendation

Adopt a Resolution that:

1.                     Establishes a “No Stopping, Standing, or Parking” zone, pursuant to County Code Section 52.0118(a):

a.                     Along the north side of Cajon Boulevard between Devore Road and Cajon Court in the San Bernardino area;

b.                     Along the west side of Devore Road from Cajon Boulevard to approximately 400 feet north of Cajon Boulevard in the San Bernardino area; and

c.                     Along the west side of Devore Road from 200 feet south of Santa Fe Avenue to approximately 480 feet south of Santa Fe Avenue in the San Bernardino area.

2.                     Directs the County Road Commissioner to erect and maintain signs indicating such prohibition and to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the estimated cost of $2,000 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be financed by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2022-23 Road Operations budget.

 

BACKGROUND INFORMATION

In response to a request from the public, the Department conducted a traffic engineering investigation regarding the vehicles parking along Cajon Boulevard and Devore Road in the San Bernardino area. The investigation found that vehicles stopping and parking on Cajon Boulevard and Devore Road are causing view obstructions and impeding traffic flow. Therefore, due to conditions affecting the safety of the public utilizing this street and pursuant to the findings of the traffic engineering investigation, the Department recommends establishing a prohibition of parking and stopping for any vehicles on the north side of Cajon Boulevard between Devore Road and Cajon Court, on west side of Devore Road from Cajon Boulevard to approximately 400 feet north of Cajon Boulevard, and on west side of Devore Road from 200 feet south of Santa Fe Avenue to approximately 480 feet south of Santa Fe Avenue in the San Bernardino area.

 

The Department recommends establishing a “No Stopping, Standing, or Parking” zone, pursuant to County Code Section 52.0118(a), on these sections of roadway to address safety concerns, such as removing view obstructions for drivers entering onto and exiting from these streets, eliminate potentially hazardous conditions, and in order to facilitate the movement of traffic.

 

The proposed Resolution will also direct the County Road Commissioner to perform such acts as are necessary to implement the Resolution, which includes posting the signage per County Code Section 52.0118(a), to assist in improving the safety of the motorists traveling along the roadway.

This item aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety, health, and social service needs of County residents by removing the view obstructions for County residents traveling on these roadways.
