RECOMMENDATION(S)
Recommendation
Adopt a Resolution that:
1. Establishes a "No Parking” zone of commercial vehicles having a gross weight rating exceeding 10,000 pounds, pursuant to County Code Section 52.0128(a), on the following roads in the Colton area:
a. Both sides of C Street, from approximately 300’ west of Jackson Street to Tejon Avenue;
b. Both sides of Olive Street, from approximately 400’ west of Jackson Street to Grand Avenue; and
c. Both sides of Grand Avenue, from Stevenson Street south to approximately 400’ north of F Street.
2. Directs the County Road Commissioner to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the estimated cost of $1,500 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be financed by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2022-23 Road Operations budget.
BACKGROUND INFORMATION
In response to a request from the public, the Department conducted a traffic engineering investigation concerning commercial vehicles parking along Grand Avenue, C Street, and Olive Street, in the Colton area. The investigation found that commercial vehicles parking on both sides of C Street, from approximately 300’ west of Jackson Street to Tejon Avenue; both sides of Olive Street, from approximately 400’ west of Jackson Street to Grand Avenue; and both sides of Grand Avenue, from Stevenson Street south to approximately 400’ north of F Street, narrowed the travel way, causing view obstructions for drivers entering onto and existing from these streets. Therefore, due to conditions affecting the safety of the public utilizing these streets and pursuant to the findings of a traffic engineering investigation, the Department recommends establishing no parking zones for commercial vehicles at these locations.
Furthermore, the area is primarily residential and pavement was constructed to residential standards, not designed for heavy trucks. Moreover, because C Street, Olive Street and Grand Avenue are residential streets, commercial vehicle parking is not desired. Commercial vehicles should not park in residential areas and this restriction is not expected to significantly impact residents.
This item aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety, health, and social service needs of County residents by removing the view obstructions for County residents traveling on these roadways.
The Department recommends establishing a “No Parking” zone of commercial vehicles having a gross weight rating exceeding 10,000 pounds, pursuant to County Code Section 52.0128(a) on these sections of roadway to remove the view obstructions and to protect the pavement on C Street, Olive Street, and Grand Avenue.
