RECOMMENDATION(S)
Recommendation
1. Approve the following Capital Improvement Program projects at two County Regional Parks:
a. Capital Improvement Program Project in the amount of $286,756 for the Environmental Planning and Permitting Project for Prado Regional Park.
b. Capital Improvement Program Project No. 23-120, in the amount of $730,565, for the Snack Bar and Restroom Project for Glen Helen Regional Park.
c. Capital Improvement Program Project No. 23-121, in the amount of $40,000, for the Recreational Vehicle Campground Assessment for Glen Helen Regional Park.
2. Approve a Budget Increase for the following Capital Improvement Program projects:
a. Capital Improvement Program Project Asphalt Repair/Design Phase II Project for Glen Helen Regional Park in the amount of $402,067.
b. Capital Improvement Program Project No. 20-002 (WBSE 10.10.0911), in the amount of $819,898, for the Waterslide Replacement Project at the Glen Helen Regional Park.
c. Capital Improvement Program Project No. 23-049 (WBSE 10.10.1338), in the amount of $1,696,185, for the Playground Replacement Project at the Prado Regional Park.
d. Capital Improvement Program Project Front Entrance Monument for Glen Helen Regional Park in the amount of $110,000.
3. Approve appropriation and revenue adjustments to fund the Capital Improvement Program projects and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact Section (Four votes required).

FINANCIAL IMPACT
Approval of this item will result in the use of Discretionary General Funding (Net County Cost). On June 14, 2022 (Item No. 103), the Board of Supervisors (Board) allocated $5,000,000 in Discretionary General Funding to the Community Service Upgrades Reserve Fund (Reserve) that was approved as part of the 2022-23 budget to fund Regional Parks Department (Department) revenue generating upgrades and amenity improvements. The department is requesting the use of reserves in the amount of $4,085,471 for deferred maintenance and construction projects at Regional Parks facilities. The necessary appropriation and revenue adjustments are as follows:

BACKGROUND INFORMATION
A variety of improvements are being considered for Prado Regional Park. The Department must obtain environmental clearances prior to construction. A total of $286,756 will be used to initiate Federal and State environmental planning and regulatory permitting services required under the California Environmental Quality Act (CEQA), the National Environmental Policy Act (NEPA), the federal Clean Water Act, and California Department of Fish and Game Code Statute §1600-1616. The Environmental Planning and Permitting Project is new and will be completed by the County Department of Public Works (DPW).
The Snack Bar and Restroom Project for Glen Helen Regional Park is a new project being managed by Project and Facilities Management Department (PFMD) and will renovate and modify the existing structures within the swim complex area to meet current building and Environmental Health and Safety codes, installing food safe finishes, updating wet and dry utilities, and providing an accessible path of travel from the parking lot to the pool area and snack bar structure.
The Recreational Vehicle (RV) Campground Assessment for Glen Helen Regional Park is a new project being managed by PFMD and will provide information regarding the utility availability to relocate Glen Helen Regional Park’s current Campground to another location, which will allow patrons to enjoy the park to the fullest extent possible by being able to enjoy the lake, playground, restrooms, or any other park amenities.
The Asphalt Repair/Design Phase II Project for Glen Helen Park is being managed by DPW and will repair the access drive connecting the park with the Pavilion’s general parking lot. This project will remove and replace the damaged asphalt allowing vehicle and pedestrian access during entertainment events at Glen Helen Regional Park and the Pavilion. The first phase of this project, totaling $1,046,800 was funded by the 2021-22 Reserve allocation. Following the start of construction on the project, DPW identified the need for additional funding in the amount of $402,067 to complete areas leading into the Pavilion.
The Waterslide Replacement Project for Glen Helen Regional Park is being managed by PFMD and will remove two existing waterslides and their structural piers. It will also include procurement and installation of three prefabricated waterslides, plumbing, landscaping, and concrete. This project will assist in the safety of the visitors, as well as create a newly updated environment. An increase to the project budget will allow for replacement of both waterslides and will add a third new slide.
The Playground Replacement Project for Prado Regional Park is being managed by PFMD. The project was originally approved as part of the 2022-23 budget in the amount of $2,111,000. The project only identified one section of the playground that is currently cautioned off due to damages created over the years by the elements. The increased budget request will provide the additional funding needed to replace the full existing playground to provide an area for recreational play for the public. The replacement of the entire playground will address replacement of damaged amenities and will include updating play equipment to make it fully accessible and provide interactive learning opportunities.
The Front Entrance Monument for Glen Helen Regional Park is being managed by DPW and will provide a new monument sign to be added to the front entrance of Glen Helen Regional Park. The original project budget in the amount of $165,000 was approved by the Board on September 14, 2021 (Item No. 47) as part of the Proposition 68 Per Capita Grant funded by the California Department of Parks and Recreation - Office of Grants and Local Services. This will assist patrons in locating the front of the park. An increase to the project budget will allow for a high-quality monument that will reflect the renewed branding of the Department.
PROCUREMENT
Upon approval of the projects, PFMD implemented projects may be procured through the use of an existing Board approved Job Order Contract or through a competitive selection through a solicitation of bids following County procurement and California Public Contract Code requirements.
Upon approval of the Glen Helen and Prado Regional Park projects, DPW will determine whether the design or environmental services may be procured through the use of an existing Board-approved Consultant Services Contract or through a competitive selection process following local procurement and California Public Contract Code requirements.
