RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District:

1.                     Accept and approve the California Department of Resources, Recycling and Recovery Household Hazardous Waste Grant HD 39 award in the amount of $50,000 from the California Department of Resources, Recycling and Recovery to provide household hazardous waste collection events throughout San Bernardino County in areas that do not have a permanent household hazardous waste facility, with a grant performance period of September 14, 2022 through September 30, 2025. 

2.                     Authorize the Fire Chief/Fire Warden or the Deputy Fire Chief to proceed with the following actions, on behalf of the San Bernardino County Fire Protection District, regarding the grant award:

a.                     Execute and file documents with the California Department of Resources, Recycling and Recovery for acceptance of the grant award.

b.                     Act as signatory for grant reimbursement claims, performance reports, and other documents required to administer the grant award.

c.                     Execute any non-substantive grant amendments and/or amendments to extend the grant award/performance timelines upon review of County Counsel.

3.                     Direct the Fire Chief/Fire Warden or the Deputy Fire Chief to transmit documents/amendments identified in Recommendation Nos. 2a and 2c to the Secretary of the Board of Directors within 30 days of execution.

FINANCIAL IMPACT

Acceptance of the California Department of Resources, Recycling and Recovery (CalRecycle) Household Hazardous Waste Grant HD 39 award does not require Discretionary General Funding (Net County Cost).  The grant award totaling $50,000 will be used by San Bernardino County Fire Protection District (SBCFPD) to fund one day collection events in areas of San Bernardino County (County) that do not have a permanent Household Hazardous Waste (HHW) collection facility nearby. Grant funds will be used to set-up, advertise and operate the one day collections throughout the County. This grant does not require matching funds.  Revenue and appropriation related to this grant will be included in a future budget report for approval by the Board of Directors (Board), if needed.

 

BACKGROUND INFORMATION

CalRecycle annually offers funding opportunities to assist public and private entities in the safe and effective management of the waste stream. SBCFPD typically applies for these funds to assist the countywide HHW Program. This program provides full-service activities that include the collection, packaging, transportation, re-use, recycling, and ultimately environmentally safe disposal of hazardous waste.  SBCFPD’s HHW section also conducts public education programs. 

 

On March 15, 2022 (Item No. 56), the Board adopted Resolution No. 2022-50 authorizing the SBCFPD Fire Chief/Fire Warden to sign and submit grant and payment program applications and any non-substantive application amendments, subject to review by County Counsel, for a period of five years. The five-year resolution provides the authorization for SBCFPD to submit for any CalRecycle HHW grant application that SBCFPD is eligible for funding. 

 

On June 30, 2022, the SBCFPD Fire Chief/Fire Warden signed and submitted a grant application to CalRecycle in accordance with Resolution No. 2022-50. The application is an effort by SBCFPD to obtain grant funds for one day collection events (dates to be determined) in areas of the County that do not have a permanent HHW collection facility nearby. Communities in unincorporated areas would benefit from the one day collection events.  This grant would ensure that residents of the communities listed in the table below can have an approved place to dispose of their HHW.

On September 28, 2022, CalRecycle notified SBCFPD that its HHW grant application was successful and a $50,000 grant had been awarded. The grant funds will be used to set-up, advertise and operate the one day collections events throughout the County.  The performance period of this grant is from September 14, 2022 through September 30, 2025.  The item is being presented to the Board for acceptance at the earliest available meeting after completion of the required financial and legal reviews.

 

SBCFPD is requesting a delegation of authority to execute documents related to the grant award, submittal of the periodic reports, and, if necessary, any non-substantive grant amendments and/or extensions to the grant award/performance timelines. This delegation of authority will allow SBCFPD to administer the grant in a cost-effective manner, provide for one day collection events without experiencing unnecessary delays, and expedite any approvals of non-substantive grant amendments, and/or extensions to the grant award/performance timelines, subject to County Counsel review.
